Transportation’s <strong>Role</strong> <strong>in</strong> Reduc<strong>in</strong>g U.S. <strong>Greenhouse</strong> <strong>Gas</strong> <strong>Emissions</strong>: Volume 2<br />

<strong>in</strong>vestigated by various ports—often for economic development reasons—but is<br />

hampered by the fact that such systems currently are not cost-competitive with harbor<br />

truck drayage. Furthermore, the railroads have been slow to embrace short-haul service<br />

because the tra<strong>in</strong>s would take up valuable time slots on the rail corridors, thus adversely<br />

impact<strong>in</strong>g their more lucrative long-haul services. There also are community concerns<br />

about grade cross<strong>in</strong>g impacts along the routes to the proposed <strong>in</strong>land ports. The<br />

feasibility of these systems will depend on solv<strong>in</strong>g many problems at once, <strong>in</strong>clud<strong>in</strong>g<br />

identify<strong>in</strong>g a viable market segment, resolv<strong>in</strong>g the differential cost structure of truck<strong>in</strong>g<br />

versus rail, provid<strong>in</strong>g adequate track capacity, and mitigat<strong>in</strong>g impacts <strong>in</strong> communities.<br />
