• Section 4.0 – System Efficiency discusses a diverse set of strategies focused on ways<br />

to optimize the use of the transportation network by improv<strong>in</strong>g the efficiency of<br />

transportation operations. System efficiency strategies discussed <strong>in</strong> this report<br />

<strong>in</strong>clude: Highway operations and management strategies, truck operations and<br />

management strategies, improvements to the efficiency of rail and mar<strong>in</strong>e freight<br />

systems, aviation operations practices, and improvements <strong>in</strong> materials and methods<br />

that reduce GHG emissions generated dur<strong>in</strong>g the construction and ma<strong>in</strong>tenance of<br />

transportation <strong>in</strong>frastructure.<br />

• Section 5.0 – Strategies to Carbon-Intensive Travel Activity discusses strategies to<br />

reduce greenhouse gas emissions by <strong>in</strong>fluenc<strong>in</strong>g travelers’ activity patterns <strong>in</strong> order to<br />

reduce total travel, shift travel to more efficient modes, or take other actions that<br />

reduce energy use and GHG emissions associated with personal travel. Travel<br />

behavior strategies discussed <strong>in</strong> this section <strong>in</strong>clude: Pric<strong>in</strong>g, improvements to transit<br />

and nonmotorized modes, land use and park<strong>in</strong>g management strategies, commuter/<br />

worksite trip reduction programs, and other public <strong>in</strong>formation programs.<br />

The reader is directed to Volume 1 for an overview of transportation and climate change<br />

<strong>in</strong> the U.S., and a discussion of the policy options that Congress may want to consider to<br />

promote greenhouse gas reductions from this sector, based on the technical analysis<br />

presented <strong>in</strong> this volume.<br />
