TECHNICAL PROPOSAL REQUIREMENTS & SCOPE OF WORK<br />
1.0 Profile of the <strong>County</strong><br />
<strong>Westchester</strong> <strong>County</strong> is located immediately north of New York City (the Bronx)<br />
and encompasses approximately 450 square miles. <strong>Westchester</strong> <strong>County</strong> is,<br />
served by the <strong>Bee</strong>-<strong>Line</strong> bus system and by three commuter rail lines along with<br />
Amtrak. Several of the commuter rail stations are fully accessible to people with<br />
disabilities. There is also a regional airport. According to the 2010 U. S. Census,<br />
the population of the <strong>Westchester</strong> <strong>County</strong> is 949,113 of which approximately<br />
5,000 people are registered for <strong>Bee</strong>-<strong>Line</strong> <strong>ParaTransit</strong>.<br />
2.0 Service Areas<br />
1) <strong>Westchester</strong> <strong>County</strong> will be divided into two zones for this RFP; North<br />
and South.<br />
The boundary between North <strong>County</strong> - Zone N and South <strong>County</strong> - Zone S<br />
is the corridor of interstate 287, with the exception of straight trips<br />
originating in the South Zone to the <strong>Westchester</strong> Medical Center located in<br />
Valhalla, New York; these trips, although crossing from the South Zone to<br />
the North Zone will be paid at the South Zone trip rate. Any other trips<br />
crossing the boundary will require a transfer and the For Hire Car Service<br />
will receive both the North Zone rate and the South Zone rate.<br />
2.1 Coordination with Adjacent Transit Agencies<br />
<strong>Westchester</strong> <strong>County</strong> is located between New York City on the south, the State of<br />
Connecticut on the east, Putnam <strong>County</strong> to the north and the Hudson River and<br />
Rockland <strong>County</strong> on the west. <strong>Bee</strong>-line <strong>ParaTransit</strong> has transfer agreements<br />
with the Metropolitan Transportation Authority (MTA), Putnam <strong>County</strong>, and CT<br />
Transit paratransit programs. The present transfer locations are listed below but<br />
are subject to change. Note that there is no transfer agreement between<br />
<strong>Westchester</strong> and Rockland Counties.<br />
