11. Assure that dispatchers follow accident and incident reporting procedures as<br />
outlined in this document.<br />
12. Assure that dispatchers enter actual shift/trip/and stop data.<br />
13. Assure that dispatchers notify passengers, at the direction of WC, of changes in<br />
his/her schedules.<br />
14. Assure that dispatch staff is available for training a minimum of two weeks prior<br />
to the start of the contract or beginning an assignment as a <strong>Westchester</strong><br />
<strong>County</strong> <strong>ParaTransit</strong> dispatcher.<br />
9.9 Contract Manager and Other Required Staff<br />
1. Designate a Contract Manager responsible for supervising all actions taken<br />
by the Provider pertinent to providing Services and who shall be the focal<br />
point for communication with WCOFD. At a minimum, he/she will be<br />
available during regular business hours and or/on call for operations of<br />
<strong>ParaTransit</strong>.<br />
2. Assure that the Contract Manager responsibilities are dedicated exclusively to<br />
the <strong>ParaTransit</strong> program during his/her shift.<br />
3. Require the Contract Manager (or the manager’s designee) to report to<br />
WCOFD all accidents, service disruptions, and complaints.<br />
4. Require the Contract Manager to attend all meetings of the Transportation<br />
Subcommittee of the <strong>Westchester</strong> Council for the Disabled. The manager will<br />
also attend other meetings as requested by the WC including, but not limited<br />
to, service meetings and public hearings, inclusive of monthly TAC meetings.<br />
5. Assure that the Contract Manager is available one month in advance of the<br />
start of the contract or beginning an assignment as the Contract Manager so<br />
that individual can receive training.<br />
6. Provide dispatchers and ensure that a dispatcher begins duty at least one<br />
hour prior to the beginning of the service day and remains on duty until the<br />
last vehicle returns to the garage at the end of the service day.<br />
7. Provide a safety director to oversee the training of staff, especially drivers;<br />
oversee drug testing; oversee an accident review board; oversee driver<br />
compliance with all Federal and State driver regulations and respond as<br />
appropriate to accidents and investigate service issues.<br />
