Sustainable Development (both Latvian <strong>and</strong> English). The textbook<br />
“Environment <strong>and</strong> Sustainable Development” was published in both<br />
English <strong>and</strong> Latvian, <strong>and</strong> was distributed to universities in the Baltic Sea<br />
Region, the USA, Australia, Africa <strong>and</strong> Asia [22].<br />
3.3 Environmental Consultative Council<br />
The Environmental Consultative Council is an advisory <strong>and</strong><br />
coordinating institution whose operation is aimed at promoting participation<br />
<strong>of</strong> the public in development <strong>and</strong> implementation <strong>of</strong> the<br />
environment policy. The Environmental Consultative Council unites nongovernmental<br />
organisation for performing the following functions in<br />
cooperation with state institutions <strong>and</strong> scientists: promotion <strong>of</strong> drafting <strong>of</strong><br />
regulatory acts <strong>and</strong> environment planning documents on issues related to<br />
the environment policy; encouragement <strong>of</strong> cooperation <strong>and</strong> information<br />
exchange in the area <strong>of</strong> environment among individuals <strong>and</strong> in the public,<br />
as well as state authorities <strong>and</strong> municipalities. Information on projects<br />
lobbied by the Council, its working groups <strong>and</strong> proposed changes in<br />
norms is publicly accessible on the Internet at the website <strong>of</strong> the<br />
environment <strong>and</strong> regulation development.<br />
The Council has the following tasks: to provide proposals on draft<br />
regulatory acts <strong>and</strong> draft policy planning documents, as well as draft<br />
international legal acts <strong>of</strong> the European Union related to the<br />
environmental policy to the Ministry <strong>of</strong> Environment <strong>and</strong> other line<br />
ministries in compliance to the public interest; to provide information to<br />
public on topicalities in the area <strong>of</strong> environment by placing information on<br />
the website <strong>of</strong> the Ministry <strong>of</strong> Environment.<br />
Rights <strong>of</strong> the Council:<br />
● to request information needed for the operation <strong>of</strong> the Council <strong>and</strong><br />
available to the Ministry <strong>of</strong> Environment <strong>and</strong> institutions under its<br />
supervision from them;<br />
● to form working groups for preparation <strong>of</strong> issues <strong>and</strong> draft documents<br />
to be reviewed at the Council meetings, <strong>and</strong> to involve experts –<br />
specialists <strong>of</strong> the relevant field;<br />
● to invite <strong>of</strong>ficials <strong>of</strong> the Ministry <strong>of</strong> Environment <strong>and</strong> experts <strong>of</strong> various<br />
fields to the Council meetings;<br />
● to authorise the Council representative to express the Council opinion<br />
at the state <strong>and</strong> municipal institutions;<br />
● to inform the public on topicalities in the field <strong>of</strong> environment [16].<br />
The public can become involved in the work <strong>of</strong> the Council via nongovernmental<br />
organisations. Possibilities <strong>of</strong> non-governmental organisations<br />
are quite broad:<br />
● To defend signed international conventions <strong>and</strong> contribute to their<br />
