Practice-Based Evidence: Practice-based evidence is evidence derived from community<br />

consensus to support the effectiveness of treatments which are unique to a culture <strong>and</strong> supportive<br />

of cultural traditions (Isaacs, Huang, Hern<strong>and</strong>ez, & Echo-Hawk, 2005).<br />

Poverty Level: Based on Department of Health <strong>and</strong> Human Services poverty guidelines, which<br />

are available for the 50 States; the National Poverty Levels (based on a family of four) are as<br />

Reliable Change Index: Because numeric change may vary in magnitude <strong>and</strong> implications for<br />

actual behavioral change are often difficult to interpret, we provide a quantitative indicator of<br />

clinical change for clinical outcome measures. The reliable change index (RCI; Jacobson et al.,<br />

1999) is used to assess whether individual behavioral <strong>and</strong> emotional change over time was<br />

clinically significant. This statistic compares a child’s scores at two different points in time,<br />

adjusting for the reliability of the measure, <strong>and</strong> indicates whether a change in scores shows<br />

clinically significant improvement, stability, or deterioration. Improvement <strong>and</strong> deterioration are<br />

defined as a difference in outcome scores, adjusted for measurement error of the outcome, which<br />

exceeds the 95 percent confidence bounds around a change score of zero. In other words, a<br />

difference of that magnitude would not be expected simply due to the unreliability of the measure.<br />

Serious Emotional Disturbance: Defined by the CMHI grant program as<br />

having an emotional, socio-emotional, behavioral or mental disorder diagnosable under the<br />

DSM-IV or its ICD-9-CM equivalents, the Diagnostic Classification of <strong>Mental</strong> Health <strong>and</strong><br />

Developmental Disorders of Infancy <strong>and</strong> Early Childhood-Revised (DC: 0-3R), or the<br />

Diagnostic Interview Schedule for Children (DISC) for children at least 4 years old.<br />

unable to function in the family, school or community, or in a combination of these settings,<br />

or the level of functioning is such that the child or youth requires multiagency intervention<br />

involving two or more community service agencies providing services in the areas of mental<br />

health, education, child welfare, juvenile justice, substance abuse, or primary health care. The<br />

identified disability must have been present for at least 1 year or, on the basis of diagnosis,<br />

severity, or multiagency intervention, <strong>and</strong> is expected to last longer than 1 year.<br />
