1.3 Who should use the Manual<br />
The manual provides a process and practical advice for those who wish to<br />
use the PPS to address the unacceptable levels of road trauma within their<br />
Community.<br />
There are three target audiences for the Manual.<br />
1. GRSP Advisors wishing to support Communities to implement the PPS<br />
model to improve road safety outcomes.<br />
2. Leaders in a Community who will be instrumental in establishing and<br />
implementing the PPS.<br />
3. Funders and supporters of road safety. This manual will enhance<br />
their understanding of one model of working in the road safety field.<br />
It will also demonstrate how results can be achieved through effective<br />
schemes and targeted solutions.<br />
Although the sequence of the main steps is very relevant, the manual is not<br />
intended to be prescriptive, but adaptable to particular local needs. All in<br />
all, the PPS is a dynamic process that continuously improves the road safety<br />
situation towards advanced stage, while overall still maintaining its overall<br />
process structure.<br />
Different communities will have different starting points. Some will already<br />
have some good data, but others none. Ultimately, an effective PPS in any<br />
community will have a team approach to implementing effective road safety<br />
initiatives based on evidence, which is reliable 30 day data.<br />
Note: Limitations of the manual<br />
This manual is not meant to be comprehensive. Nor is it an academic document.<br />
No attempt has been made to undertake an extensive literature review.<br />
It draws on the experiences of the towns in Brazil that have established and<br />
implemented the PPS model. There may well be similar successful interventions<br />
and models in other countries that are not addressed or highlighted.<br />
