3.1 Progressive Zero Vision and Final Outcome<br />
Performance Measures<br />
Taking into account the information received from the Data Management<br />
Team, the PPS Team also needs to establish and define:<br />
A Progressive Zero Vision which is related to two main items:<br />
1. The maximum sequential number of days targeted to be with no<br />
road crashes (fatal crashes or fatal+serious injury crashes) on a yearly<br />
basis.<br />
2. The total number of days in each year without road crashes (fatal<br />
crashes or fatal+serious injury crashes). Sequential years need to<br />
be defined including how many days (on an annual basis) will be<br />
expected to be crash-free.<br />
Final Outcome Performance Measures:<br />
• Final performance measures will be used to set achievable annual<br />
reduction targets for both killed and seriously injured. The measures will<br />
ultimately become a long-term process that is supported by systematic<br />
road safety actions to be discussed in the next section.<br />

per 100,000 inhabitants or per 10,000<br />
motor vehicles; serious injury hospital<br />
occupancy days; socio-economic<br />
costs for the community, etc.).<br />
Note:<br />
Communities in developing countries usually see a significant increase in the<br />
number of new vehicles that enter the road environment each month. This needs<br />
to be considered, as without this informationit may appear that the road crash<br />
figures are sky rocketing.<br />
