Role of GRSP in the PPS<br />

GRSP does not select communities to work in. The invitation to provide technical<br />

expertise to a community comes to GRSP from within the community itself,<br />

and in many instances it is at the invitation of a GRSP member who has a<br />

presence in that community.<br />

The person or organization inviting GRSP has usually established:<br />

• there is an unacceptable road safety problem in the community<br />

• the community has the commitment, capacity and interest to do<br />

something about the problem<br />

• there are clear areas of responsibility for road safety within the local<br />

community<br />

• there is a prospect of several community partners, (business and civil<br />

society) who can and want to support PPS future partnership needs, and<br />

there is at least one major organization in the community who can put<br />

some resources towards the establishment of a PPS<br />

• GRSP has the expertise available to assist with solution seeking.<br />

The person making the invitation typically has a visibility and reputation in<br />

the community. However, for the PPS to be successful it needs to have a road<br />

safety champion within the community to push the cause.<br />

Case Study<br />

For a GRSP Advisor to work with a<br />

Brazilian Town using the PPS requires<br />

the Town to be nominated by a GRSP<br />

member or through payment of a fee<br />

on their own proposal. The introduction<br />

through nomination means that<br />

some of the early groundwork has<br />

already been completed for GRSP.<br />

GRSP partners are usually international<br />

entities with manufacturing locations<br />

around the world. In Brazil those<br />

partners are companies belonging<br />

to the car, tyre or oil industry. As these<br />

companies are spread throughout<br />

Brazilian states and towns they have<br />

a good knowledge about the local<br />

road safety problems and related<br />

consequences.<br />

As part of their corporate social<br />

responsibility the companies like to<br />

contribute to the improvement of the<br />

local road safety culture and see a<br />

decrease in fatal and serious crashes.<br />

They invite the GRSP representative<br />

for a meeting to hear specific town<br />

proposal for PPS implementation<br />

and a rationale to support such a<br />

proposal.<br />
