These are communities where<br />
there is no overt or latent armed<br />
conflict. Relative stability can be<br />
observed, and hence, services,<br />
investment, economic activities,<br />
and employment begin to flow in.<br />

These are communities where the<br />
current peace is tenuous; while<br />
not currently active there is an<br />
unresolved issue between two or<br />
more warring parties that have<br />
escalated to armed confrontation Barangays<br />
in the past. Despite the absence Sionogan and<br />

recurrence is high. A misstep from<br />
any of the parties involved could<br />
