A.1.3 <strong>PCT</strong> applications by receiving office of<br />
middle-income countries<br />
Figure A.1.3 provides the number of <strong>PCT</strong> applications<br />
filed at the top 15 middle-income countries. China is not<br />
included in this graph as it appears in Figure A.1.2, but<br />
also because of the significant difference between the<br />
number of <strong>PCT</strong> applications received by SIPO and by the<br />
ROs of other middle-income countries. This report uses<br />
the World Bank income classification based on gross<br />
national income per capita to refer to particular country<br />
groups. See Data Description for further information.<br />
In 2012, the offices of the Russian Federation, India and<br />
Brazil received 942, 676 and 564 <strong>PCT</strong> applications,<br />
respectively. Several offices saw substantial decreases<br />
in filings compared to 2011, such as Turkey (-44.4%),<br />
India (-24.6%), Mexico (-17.4%) and South Africa (-17.2%).<br />
Altogether, eight out the 15 offices shown in Figure A.1.3<br />
received fewer <strong>PCT</strong> applications in 2012 than in 2011.<br />
Among the top five middle-income offices, Malaysia and<br />
Brazil are the only two offices that received more filings<br />
in 2012 than in the previous year, experiencing growth<br />
of 17.9% and 8.7%, respectively.<br />
As for all <strong>PCT</strong> applicants, applicants from middle-income<br />
countries can choose to file their <strong>PCT</strong> applications with<br />
the RO of the IB of <strong>WIPO</strong>. For some countries, such as<br />
the United Arab Emirates or Nigeria, the IB is the only<br />
competent RO. In 2012, the IB in its capacity of RO<br />
received 1,183 <strong>PCT</strong> applications from middle-income<br />
countries. This corresponds to 12.2% of all applications<br />
filed at this office (Figure A.1.2). Among middle-income<br />
applicants, applicants from India - with 443 filings - filed<br />
the most <strong>PCT</strong> applications with the IB, followed by applicants<br />
from South Africa (219) and China (128).<br />
