World Intellectual Property Organization (<strong>WIPO</strong>):<br />
A specialized agency of the United Nations, <strong>WIPO</strong> is<br />
dedicated to developing a balanced and effective international<br />
IP system, that rewards creativity, stimulates<br />
innovation and contributes to economic development<br />
while safeguarding the public interest. <strong>WIPO</strong> was established<br />
in 1967 with a mandate from its member states<br />
to promote the protection of IP throughout the world<br />
through cooperation among states and in collaboration<br />
with other international organizations.<br />
Written Opinion of the ISA: For every <strong>PCT</strong> application<br />
filed on or after January 1, 2004, an ISA establishes, at<br />
the same time that it establishes the ISR, a preliminary<br />
and non-binding written opinion on whether the claimed<br />
invention appears to be novel, to involve an inventive step<br />
and to be industrially applicable.<br />
