RELIEF AND DISASTER PREPAREDNESS<br />
contributions since the early days <strong>of</strong> the<br />
disaster. Dr. Aly Mishal, a previous <strong>FIMA</strong><br />
president, attended the meeting, and appraised<br />
the NGOs <strong>of</strong> the roles provided by<br />
PIMA/<strong>FIMA</strong>.<br />
The meeting organized a local combined relief<br />
committee in Pakistan, from representatives <strong>of</strong><br />
IICDR organizations, to be chaired by Pr<strong>of</strong>. M.<br />
Tariq on behalf <strong>of</strong> <strong>FIMA</strong>.<br />
IICDR relief organizations spent more than 100<br />
million dollars, for this disaster, in the form <strong>of</strong><br />
material, teams, and construction, mostly through<br />
channels other than <strong>FIMA</strong>.<br />
• Other NGOs from outside Pakistan:<br />
o IMA Indonesia and MER-C Indonesia.<br />
o Mercy Singapore.<br />
o Bangladesh BNDF (<strong>FIMA</strong> member).<br />
o Muslim Foundation- Denmark.<br />
o UK-IMA-Dr. Tanveer Siddique and 10<br />
orthopedic surgeons.<br />
o IMAs <strong>of</strong> Bosnia and Kenya medical teams.<br />
o Australia: Dr. Khatree and 4 medical<br />
colleagues.<br />
Pr<strong>of</strong>. Muhammed Tariq, Pr<strong>of</strong> Hafeez ur Rehman<br />
and myself functioned as coordinators and<br />
initiated an immediate assessment <strong>of</strong> needs and<br />
damage. 4 hospitals were commissioned to<br />
manage the injuries (Gilani hospital in Abottobad,<br />
3 field hospitals in Muzafferabad, Bagh and<br />
Balakot). Mobile missions were sent to more<br />
remote areas. The following interventions were<br />
included in the PIMA/<strong>FIMA</strong> response:<br />
20 medical missions from 15 IMA’s and<br />
more than 30 relief organizations and<br />
NGO’s<br />
Emergency supplies included tents,<br />
blankets, clothing, medicines, medical<br />
equipment and surgical supplies<br />
($4,000,000)<br />
Cash contributions ($600,000) from various<br />
IMAs.<br />

Local response overwhelming! al-Khidmat<br />
Foundation/PIMA providing 45 truck-loads<br />
<strong>of</strong> supplies and equipment daily.<br />
DWW/Turkey sent relief teams within the<br />
first 48 hours and gave medical service for<br />
8 months in the field<br />
o Set up <strong>of</strong> field clinics<br />
o First permanent health center<br />
established in Komikot village<br />
o First Children hospital built in New<br />
Balakot City.<br />
• Mobile Clean Drinking Water, delivered to<br />
500 families/day<br />
• Multiple Mobile Basic Health Units, treated<br />
4,800 patients<br />
• Excavation Project, cleared ~ 20 miles <strong>of</strong><br />
roadway<br />
• $10,000 was transferred to al-Khidmat<br />
Foundation to establish a Women and<br />
Children’s health center in Layyah, Punjab<br />
• Collaboration: Al-Khidmat, PIMA, Pakistan<br />
Kidney Institute (Dr. Saeed Akther)<br />
• Dr. Abdul Qadir Hijazi, a previous-<strong>FIMA</strong><br />
president, and then current chairman <strong>of</strong><br />
Egypt <strong>Medical</strong> Association-Relief<br />
Committee, delivered 200,000 USD, to help<br />
in reconstruction <strong>of</strong> a hospital in<br />
Muzafferabed.<br />
This was a rare humanitarian relief situation in<br />
which <strong>Islamic</strong> relief organizations provided more<br />
than 75% <strong>of</strong> the total relief effort. Table I and II<br />
show an overview <strong>of</strong> manpower and services <strong>of</strong><br />
this endeavor:<br />
There were over 1000 surgeries performed under<br />
general anesthesia in Muzaffarabad hospital, with<br />
175,000 out-patients examined and 4,500 hospital<br />
admissions. A total <strong>of</strong> 14 operative tables were<br />
working at one time.<br />
Discover Islam, an NGO from Bahrain, <strong>of</strong>fered to<br />
build and bear the expenses <strong>of</strong> a rehabilitation<br />
hospital in Islamabad.<br />
The response <strong>of</strong> the Pakistani people was so<br />
tremendous that it was unimaginable, given the<br />
scale <strong>of</strong> their personal losses. So much relief<br />
