7 VEHICLE CHECK<br />

MESSAGE<br />

OPERATION KEY PURPOSE<br />

INQUIRY VQ To search <strong>the</strong> Canadian Police<br />

Information Centre (CPIC) Vehicle<br />

file for records pertaining to stolen<br />

vehicles, vehicles under observation,<br />

vehicles connected to a <strong>crime</strong>, and<br />

vehicles connected to a<br />

wanted/missing person.<br />

7.1 INFORMATION AVAILABLE<br />

• Stolen (V or Vehicle)<br />

Refers to a vehicle which has been stolen or taken from its rightful owner<br />

for <strong>the</strong> purpose of committing a <strong>crime</strong> (i.e. a vehicle obtained from a<br />

dealer under false pretenses).<br />

• Observation (OBSERVED)<br />

Refers to a vehicle connected with criminal activities and may or may not<br />

be related to a specific individual. In <strong>the</strong> event a vehicle is reported as<br />

being under observation, absolutely no action is to be taken by <strong>the</strong><br />

inquiring officer. This <strong>information</strong> is provided solely for officer safety.<br />

Subjects present or associated with <strong>the</strong> vehicle must not be notified that<br />

<strong>the</strong> vehicle is reported under observation by <strong>the</strong> CPIC. The inquiring<br />

agency should contact Washington INTERPOL for fur<strong>the</strong>r instructions<br />

regarding <strong>the</strong> vehicle and/or occupant(s) of <strong>the</strong> vehicle.<br />

• Crime (CRIME)<br />

Refers to vehicles connected to <strong>the</strong> commission of a <strong>crime</strong> (i.e. hit & run,<br />

murder, robbery, etc). Vehicles are entered on <strong>the</strong> system by an agency<br />

wishing to examine <strong>the</strong> vehicle for possible evidence such as fingerprints,<br />

paint samples, bloodstains, disguises, empty shells, etc.<br />

• Abandoned (ABAN or ABANDONED)<br />

Refers to a vehicle that comes into possession through abandonment,<br />

seizure (including seizure by bailiff), or impounding by o<strong>the</strong>r means.<br />

• Pointer (PNTRV or POINTERVEH)<br />

Refers to a vehicle record whose sole function is to point to ano<strong>the</strong>r record<br />

in <strong>the</strong> system. An individual wanted for a specific offense is <strong>the</strong> subject of<br />

a wanted person record and is known to drive a particular car. The<br />

vehicle’s <strong>information</strong> (LIC, VIN, etc.) is entered in a PNTRV record to<br />
