1 THE GEORGIA CRIME INFORMATION CENTER (GCIC)<br />

GCIC was established in 1973 as an <strong>operating</strong> division within <strong>the</strong> Georgia Bureau<br />

of Investigation (<strong>GBI</strong>) to provide round-<strong>the</strong>-clock criminal justice <strong>information</strong><br />

services. The principal mission of GCIC is to assist all officials and agencies of <strong>the</strong><br />

criminal justice system in <strong>the</strong> fulfillment of <strong>the</strong>ir varied responsibilities.<br />

GCIC is mandated by <strong>the</strong> Rules of <strong>the</strong> GCIC Council, <strong>the</strong> Georgia Board of Public<br />

Safety, state and federal statutes, federal regulations, and binding agreements with<br />

several federal agencies to monitor and enforce compliance by criminal justice and<br />

o<strong>the</strong>r authorized agencies in Georgia.<br />

2 THE CRIMINAL JUSTICE INFORMATION SYSTEM (CJIS)<br />

GCIC manages <strong>the</strong> statewide data communications network known as CJIS. The<br />

CJIS network provides criminal justice and o<strong>the</strong>r authorized agencies direct access<br />

to computerized databases maintained by Georgia agencies, agencies in o<strong>the</strong>r states,<br />

<strong>the</strong> National Crime Information Center (NCIC), and <strong>the</strong> International Justice and<br />

Public Safety Network (Nlets).<br />

3 GCIC OPERATING MANUAL<br />

The GCIC Operating Manual is designed to guide criminal justice and o<strong>the</strong>r<br />

authorized agencies in accessing <strong>the</strong> CJIS network and files. The GCIC Operating<br />

Manual should be used in conjunction with <strong>the</strong> NCIC Operating Manual.<br />

Each part of <strong>the</strong> <strong>manual</strong> provides message keys and data field codes necessary to<br />

perform CJIS network transactions. A table of contents is located at <strong>the</strong> beginning<br />

of each part of <strong>the</strong> <strong>manual</strong>. Each table of contents lists <strong>the</strong> parts by title.<br />

Appendices are included at <strong>the</strong> end of <strong>the</strong> appropriate parts to explain <strong>the</strong> use of<br />

data fields, codes, and additional <strong>information</strong> required to complete successful<br />

transactions.<br />

The GCIC Operating Manual can only be used for <strong>the</strong> administration of criminal<br />

justice or as o<strong>the</strong>rwise provided by law:<br />
