IPP BENCHMARK REPORT
According to the overall results of the surveys in the IPP partner regions the following obstacles for
internationalization were identified:

Access to information
Lack of Needs regarding management skills
Limited experience
Lack of co-financing and pre-financing
Sparse resources for professional assistance
Shortage of qualified staff
Need for reliable partnerships

Macro-level Barriers
limited access to capital and credit for international co-operation
lack of national co-financing and pre-financing possibilities
complicated application procedures of EU programmes and initiatives
lack of lobbying
The following tools to active participation in European Programmes were part of the tools used by IPP
regions for their own projects:
projects aimed to build capacity in municipalities and improve the capacity of municipal
employees
organisation of co-operation and development events
dissemination or regional success stories
ensuring co-operation in entrepreneurship
supporting to implementation of regional co-operation projects
providing consultation in preparation of project applications
IT tools for easier information access/search
clarification of existing needs and the ways to satisfy the needs via projects
How to assess obstacles for co-operation 57
In order to improve the degree of internationalization of institutions and companies in the IPP regions, it
is important to assess the existing obstacles for co-operation.
In the region of Saxony-Anhalt, this analysis has been carried out by the EEN, within the context of the
IPP project. The analysis mainly concentrates on Saxony-Anhalt’s smaller and medium-sized
companies, and shows their obstacles in the interregional co-operation.
