<strong>DIFFERENCE</strong> EQUATIONS AND THE ELABORATION<br />
OF COMPUTER SYSTEMS FOR MONITORING AND<br />
FORECASTING SOCIOECONOMIC DEVELOPMENT<br />
OF THE COUNTRY AND TERRITORIES<br />

A review of the author’s results concerning boundary value problems and control problems<br />
for difference systems is given in context of economic mathematical modeling. The<br />
role of difference models in the elaboration of computer systems for monitoring and<br />
forecasting socioeconomic development of the country and territories is discussed.<br />

1. Introduction<br />
An actual problem in the improvement of economy management methods is increasing<br />
the scientifically grounded validity of the decisions made on all levels of economy. One<br />
of the most important trends in its studying is connected with an on-target approach<br />
to forecasting and controlling socioeconomic systems. This approach gives an opportunity<br />
to discover methods of reaching strategic targets, balance aims, and their means of<br />
achieving on the level of macroeconomic indexes, and to define attainable target values.<br />
The basic principle of program-target planning is a principle of planning from terminal<br />
targets to means (resources and tools of influence), which provides aims reaching.<br />
This principle has been embodied in the decision-making support system (in what follows<br />
- the System) elaborated under the supervision of the author [3]. In the System,<br />
on-target control problem is considered and solved as a task of defining operating parameters<br />
of economic policy (tax load, distribution of government investments between<br />
regions, etc.); these parameters provide given dynamics of indexes of the socioeconomic<br />
development (production in economic branches, ecology standards maintain, etc.). As<br />
economic problems are so hard to solve, one can develop a solution only as a result of<br />
joint work of specialists experienced in synthesizing particular, productive, and industrysectoral<br />
decisions and are aware of the real content of key processes and relationships,<br />
which take place on micro-, meso-, and macrolevels in modern economy of the Russian<br />
Federation [1, 2, 5, 6]. The key points of the System are based on the dynamic models<br />
of economy in the form of difference equations with some constraints (boundary conditions,<br />
target conditions, etc.).<br />
