<strong>The</strong> <strong>Leverage</strong> <strong>Effect</strong> <strong>of</strong> <strong>Photonics</strong> <strong>Technologies</strong>: <strong>the</strong> <strong>European</strong> <strong>Perspective</strong><br />

<strong>The</strong> assessment <strong>of</strong> <strong>the</strong> photonics industry in Europe, lead to some policy<br />

implications:<br />

1. As <strong>the</strong> photonics industry is highly heterogeneous, <strong>the</strong> policy to<br />

support <strong>the</strong> industry needs to address this. <strong>The</strong> existence <strong>of</strong> having<br />

several subsectors with fundamentally different market, innovation<br />

and research dynamics, asks for a <strong>the</strong>matic approach.<br />

2. <strong>The</strong> industry shows many growth markets where already a critical<br />

mass exists. Networks are present (industrial and research), as well<br />

as a sound economic position in global markets. But <strong>the</strong> industry<br />

also shows a dynamic emergence <strong>of</strong> new economic activities in new<br />

markets. So next to a policy <strong>of</strong> “backing <strong>the</strong> winners”, also support is<br />

to be provided to newcomers and to innovative SMEs enabling <strong>the</strong>m<br />

to create critical mass for both research and industrial activities.<br />
