The <strong>Bedford</strong> <strong>Institute</strong> <strong>of</strong> <strong>Oceanography</strong> (BIO), the Halifax<br />

Fisheries Research Laboratory and the St. Andrews Biological<br />

Station are research establishments <strong>of</strong> the Government <strong>of</strong> Canada<br />

operated by the Department <strong>of</strong> Fisheries and Oceans (DFO), both<br />

on its own behalf and, in the case <strong>of</strong> BIO, for the other federal<br />

departments that maintain laboratories and groups at the <strong>Institute</strong>.<br />

There are two such departments, the Department <strong>of</strong> Energy, Mines<br />

and Resources and the Department <strong>of</strong> the Environment. The former<br />

maintains two units at BIO, the Atlantic Geoscience Centre <strong>of</strong> the<br />

Geological Survey <strong>of</strong> Canada and the Canada Oil and Gas Lands<br />

Administration Laboratory. The Department <strong>of</strong> the Environment<br />

also maintains two units at BIO, the Seabird Research Unit <strong>of</strong> the<br />

Canadian Wildlife Service and the Regional Laboratory <strong>of</strong> the<br />

Atlantic Region’s Conservation and Protection.<br />

DFO operates a fleet <strong>of</strong> research vessels, together with several<br />

smaller craft out <strong>of</strong> BIO. The two larger scientific ships, Hudson and<br />

Baffin, have global capability, extremely long endurance, and are<br />

Lloyds Ice Class I vessels able to work throughout the Canadian<br />

Arctic.<br />

The broad objectives <strong>of</strong> the research undertaken by the three<br />

research establishments are:<br />

(1) To perform applied research leading to the provision <strong>of</strong> advice<br />

on the management <strong>of</strong> our marine environment including its<br />

fisheries and <strong>of</strong>fshore hydrocarbon resources.<br />

(2) To perform fundamental long-term research in accordance with<br />

the mandates <strong>of</strong> the resident departments.<br />

(3) To perform necessary surveys and cartographic work to ensure<br />

a supply <strong>of</strong> suitable navigational charts for the region from<br />

Georges Bank to the Northwest Passage in the Canadian Arctic.<br />

(4) To respond with all relevant expertise and assistance to any<br />

major marine emergency within the same region.<br />
