The Commission refers to “an investigation<br />

unit <strong>of</strong> handpicked police personnel” but<br />

it is not clear whether and/or when this<br />

investigation unit was set up. One <strong>of</strong> the<br />

early recommendations refers to a special<br />

team <strong>of</strong> investigators that should be set up.<br />

By Interim Report V, there is reference<br />

to a Special Investigating Team that has<br />

commenced work.<br />

There is no reference in the report to assistance<br />

by the Attorney General’s Department.<br />
