BY : On a directive issued by President Chandrika<br />
Bandaranaike in October 1996, the Secretary,<br />
Minister <strong>of</strong> Defence, appointed a Board <strong>of</strong><br />
Investigation to inquire into complaints <strong>of</strong><br />
disappearances in the Jaffna Peninsula.<br />
COMPRISING : Mr. E.S. Gunathilake, Additional Secretary<br />
Defence – Chair Replaced by Mr Bandula<br />
Kulatunga, retired civil servant – Chair<br />

The Board included members from the three<br />
forces and from the police:<br />
Major General W.A.A. de Silva, General<br />
Commanding Officer <strong>of</strong> the 1st Division <strong>of</strong><br />
the Army<br />
Rear Admiral H.C.A.C. Tissera, Chief <strong>of</strong><br />
Staff <strong>of</strong> the Navy<br />
Air Vice Marshal K.G.A. Peiris, Chief <strong>of</strong><br />
Staff <strong>of</strong> the Air Force<br />
P.B. Ekanayake –Senior Deputy Inspector<br />
General <strong>of</strong> Police.<br />
Assisted By: Secretary, Officer from the<br />
Navy, two Petty Officers, a stenographer and<br />
a translator<br />
