concern legal reforms to control the excesses <strong>of</strong> state power. 77<br />
The Commission “adopt[s] the recommendations <strong>of</strong> the earlier<br />
Commissions and stress[es] the need for swift action in respect <strong>of</strong> those<br />
recommendations.” Additionally, the Commission makes seventy nine<br />
specific recommendations <strong>of</strong> its own. Many <strong>of</strong> these recommendations<br />
are also recommendations made by prior <strong>commissions</strong> or variations<br />
on the same. The recommendations are organized according to<br />
the mandate: (1) present whereabouts; (2) responsibility; (3) legal<br />
proceedings; (4) preventive measures; (5) relief measures; and (6)<br />
alleged disappearances not within mandate.<br />
