SUMMARY OF RECOMMENDATIONS:<br />
Recommendations focus on changes to law, policy and practice related<br />
to rehabilitation, including the location and security <strong>of</strong> rehabilitation<br />
centres, the separation <strong>of</strong> detainees and surrendees and <strong>of</strong> adults and<br />
youth, the limitation <strong>of</strong> time periods for rehabilitation, staff recruitment<br />
and training, and screening <strong>of</strong> and limitations on those considered<br />
for rehabilitation. The Commission recommends prosecution <strong>of</strong> the<br />
responsible parties but does not specifically identify who those parties<br />
are. Rather, it recommends disciplinary action be taken against six<br />
police <strong>of</strong>ficers and that further inquiries be conducted into the conduct<br />
<strong>of</strong> the Officer-in-Charge <strong>of</strong> the Centre and his assistant.<br />
