SUMMARY OF RECOMMENDATIONS: Recommendations focus on changes to law, policy and practice related to rehabilitation, including the location and security of rehabilitation centres, the separation of detainees and surrendees and of adults and youth, the limitation of time periods for rehabilitation, staff recruitment and training, and screening of and limitations on those considered for rehabilitation. The Commission recommends prosecution of the responsible parties but does not specifically identify who those parties are. Rather, it recommends disciplinary action be taken against six police officers and that further inquiries be conducted into the conduct of the Officer-in-Charge of the Centre and his assistant. 67
