<strong>of</strong> Certain Persons (All Island)<br />

CONTENTS : The All Island Commission Report<br />

comprises two published Volumes, totaling<br />

323 pages, <strong>of</strong> which Volume I comprises<br />

87 pages <strong>of</strong> findings and analysis, and 64<br />

pages <strong>of</strong> annexures, the most relevant <strong>of</strong><br />

which include lists <strong>of</strong> individuals for whom<br />

specific relief is recommended, relevant<br />

circulars regarding relief, correspondences<br />

with security forces regarding information on<br />

those responsible for disappearances, IGP’s<br />

circular regarding retention <strong>of</strong> information<br />

books; public administration’s ruling on who<br />

is a terrorist for relief purposes; President’s<br />

Directive on Arrests <strong>of</strong> Persons; and list <strong>of</strong><br />

returned detainees cases where well founded<br />

evidence <strong>of</strong> abductors is available. Volume<br />

II comprises a 157-page list <strong>of</strong> names <strong>of</strong> the<br />

disappeared, including names <strong>of</strong> complainants<br />

and complainants’ addresses and a 14-page list<br />

<strong>of</strong> complaints <strong>of</strong> returned detainees inquired<br />

into, which includes their addresses. Two<br />

other volumes were also submitted. Volume<br />

III contains a list <strong>of</strong> persons against whom<br />

credible material indicative <strong>of</strong> responsibility<br />

for disappearances is available, which was<br />

handed over to the President under confidential<br />

cover. Volume IV is a list <strong>of</strong> persons whose<br />

disappearances have been confirmed by the<br />

president <strong>commissions</strong>.<br />
