and citizens groups is also critical in preservati<strong>on</strong> activities,<br />
generating ideas, fostering civic pride, and financial investment.<br />
Participati<strong>on</strong> and awareness-building are further enhanced by<br />
incorporating tourism (e.g. heritage tours, creative industries’ fairs,<br />
exhibits, festivals and other events, youth heritage camps,<br />
competiti<strong>on</strong>s, etc.) in the heritage preservati<strong>on</strong> programmes.<br />
• Proper documentati<strong>on</strong> and preservati<strong>on</strong> programmes<br />
Good documentati<strong>on</strong> and preservati<strong>on</strong> by local governments<br />
have to be integrated in the nati<strong>on</strong>al organisati<strong>on</strong>s and<br />
programmes <strong>on</strong> heritage c<strong>on</strong>servati<strong>on</strong>. This ensures a more<br />
holistic and sustained approach to c<strong>on</strong>servati<strong>on</strong>. Publicati<strong>on</strong>s in a<br />
variety of formats targeted at different users include books,<br />
reports, brochures, guides, maps, and audio-visual products.<br />
Parallel to this is the need for local governments to support<br />
research and documentati<strong>on</strong> efforts of universities and research<br />
instituti<strong>on</strong>s, including trusts and other private commissi<strong>on</strong>s that<br />
are involved in heritage c<strong>on</strong>servati<strong>on</strong>. Support can also be provided<br />
for educati<strong>on</strong>al courses, training of pers<strong>on</strong>nel, and research<br />
activities. Setting up of museums (l<strong>on</strong>g-term) and organising<br />
exhibiti<strong>on</strong>s (periodic/short-term) are useful for documentati<strong>on</strong><br />
and preservati<strong>on</strong> activities.<br />
• Str<strong>on</strong>g instituti<strong>on</strong>al and policy envir<strong>on</strong>ment.<br />
Having an effective instituti<strong>on</strong>al and policy envir<strong>on</strong>ment goes a<br />
l<strong>on</strong>g way in creating the necessary incentives needed to prioritise<br />
heritage c<strong>on</strong>servati<strong>on</strong>. Developing special c<strong>on</strong>servati<strong>on</strong> plans<br />
and z<strong>on</strong>ing c<strong>on</strong>trols, and integrating these regulati<strong>on</strong>s in the<br />
overall master plans of the province/town/city is as important as<br />
the need for laws, legislati<strong>on</strong>s, rules, and building codes. This<br />
can be d<strong>on</strong>e using existing local organisati<strong>on</strong>al and governance<br />
structures; or special units, commissi<strong>on</strong>s, or agencies can be<br />
established to deal specifically with heritage c<strong>on</strong>servati<strong>on</strong>,<br />
supported by the full legislative and administrative/financial<br />
assistance of the local government.<br />
In c<strong>on</strong>clusi<strong>on</strong>, cultural heritage and its c<strong>on</strong>servati<strong>on</strong> is a shared<br />
resp<strong>on</strong>sibility of all levels of government, business prop<strong>on</strong>ents,<br />
and members of the local community. It is important to place the<br />
issues of heritage c<strong>on</strong>servati<strong>on</strong> within the overall process of<br />
community development, as well as interlink it with other issues<br />
such as tourism development, revitalisati<strong>on</strong> of the local ec<strong>on</strong>omy<br />
and local governance. In resp<strong>on</strong>ding to development pressures,<br />
ec<strong>on</strong>omic c<strong>on</strong>diti<strong>on</strong>s, and the drive for modernisati<strong>on</strong>, it is vital<br />
not <strong>on</strong>ly to protect tourism resources, but also to promote<br />
community development that focuses <strong>on</strong> cultural landscapes.<br />
Hence, the questi<strong>on</strong> for Philippine local communities should no<br />
l<strong>on</strong>ger be whether heritage c<strong>on</strong>servati<strong>on</strong> is needed but how<br />
to prioritise heritage c<strong>on</strong>servati<strong>on</strong> as an important aspect<br />
of the community’s overall development, and how to create<br />
an appropriate framework for its integrati<strong>on</strong> and implementati<strong>on</strong><br />
within the existing systems of development and<br />
management. With the will of the local community to become<br />
involved in the development of heritage tourism, collaborati<strong>on</strong><br />
between the local tourism industry and the heritage managers is<br />
likely to take place. To achieve sustainable collaborati<strong>on</strong>, however,<br />
all stakeholders need to be c<strong>on</strong>vinced of the merits of working<br />
together to generate income for preservati<strong>on</strong>.<br />
