The preservati<strong>on</strong> of heritage primarily benefits the community,<br />
and it is valued by those who are keen <strong>on</strong> learning about the local<br />
culture through tourism, which c<strong>on</strong>tribute to the ec<strong>on</strong>omy, incomegenerati<strong>on</strong>,<br />
jobs, and the presentati<strong>on</strong> and preservati<strong>on</strong> of cultural<br />
identity, etc..<br />
In this c<strong>on</strong>text, heritage tourism can help not <strong>on</strong>ly the local people<br />
to forge their identity, and preserve their heritage for future<br />
generati<strong>on</strong>s but also facilitate sharing of cultures between people.<br />
It should also instill awareness am<strong>on</strong>g residents and visitors that<br />
cultural preservati<strong>on</strong> is a shared resp<strong>on</strong>sibility between the community<br />
and the tourists.<br />

Safeguarding Nhã nhạc has its obstacles. Former Nhã nhạc<br />
performers or “living witnesses” are hesitant to participate in the<br />
interviews perhaps because they believe that these researches do<br />
not have direct benefit or impact. Also, the c<strong>on</strong>tent of some theoretical<br />
materials used in the training of musicians do not match the<br />
learners’ level due to the differences in educati<strong>on</strong>al background<br />
with their trainers. Artisans tasked in costume design are not keen<br />
<strong>on</strong> c<strong>on</strong>tributing to the reproducti<strong>on</strong> of clothing and embroidery<br />
patterns, the techniques of which are meticulous and time-c<strong>on</strong>suming.<br />
The costumes also require substantial m<strong>on</strong>etary investment,<br />
and thus a broad commercial market too. Additi<strong>on</strong>ally, budget<br />
limitati<strong>on</strong>s hinder the progress of the reproducti<strong>on</strong> of musical<br />
instruments, overseas field surveys for informati<strong>on</strong> collecti<strong>on</strong>,<br />
and the opportunity to rehabilitate Nhã nhạc pieces.<br />
Moreover, due to the heritage’s value, people can maximize<br />
tourism’s ec<strong>on</strong>omic c<strong>on</strong>tributi<strong>on</strong>s to the community. The local<br />
government should also establish a master plan to manage<br />
both heritage and tourism, maintain the balance between new<br />
c<strong>on</strong>structi<strong>on</strong> projects and the preservati<strong>on</strong> of heritage, facilitate<br />
coordinati<strong>on</strong> am<strong>on</strong>g various governmental bodies, and set strategic<br />
policy for stable and sustainable development of tourism in the<br />
area of heritage.<br />
