The legislation was sponsored by Del. ToddGilbert (R-Woodstock). Del. Charles Poindexter (R-Franklin County) and state Sen. Robert Hurt (R-Chatham) voted for the legislation. The new Virginia law provides that a court, "upon finding an animal to bea dangerous or vicious dog, may order the owner, custodian, or harborer thereof to pay restitution for actual damages to any person injured by the animal or whose companion animal was injured or killed bythe animal."WASHINGTONLind - (7/24/09) - The Lind Town Council has taken the next step in resolving a violation of an ordinance that prohibits large and small domestic animals on property designated as Residential R-1.LEGISLATION IN COUNTRIES OF OTHER INTERESTBSL FAILING GLOBALLY - ITALY, HOLLAND, CANADAAfter almost six years of costly enforcement of breed specific legislation, (BSL) Italy has lifted its breed ban and is replacing it with a law that will hold owners accountable for their dogs. In Septemberof 2003, Italy placed into effect laws that banned or restricted 92 breeds including not just controversial breeds such as the Rottweiler and Pit Bull, but breeds such as the Corgi and Border Collie. Italy laterdropped the deemed dangerous list to 17 breeds, and just this past April, removed the restrictions all together. June 9th, 2008, Holland lifts its breed ban against Pit Bulls after discovering that fifteen yearsof BSL did not decrease the number of dog bite incidents. After euthanizing many puppies that had Pit Bull appearances, they concluded that physical traits did not pre-determine temperament. Ignoringstatistics and efficacy of BSL, Canada remains firm on their stance to ban specific breeds. On June 9th, the Supreme Court of Canada refused to hear the appeal to remove their ban on Pit Bulls. In 45 years,there had only been 1 reported fatality resulting from a “Pit Bull” attack in Canada.CANADAOntario - (7/24/09) - An Ontario woman has been fined $14,000 after being found guilty of libelling a commercial dog breeder online. Ontario Superior Court Judge Michael Galligan heard last weekthat Lorie Gordon of Brockville, Ont., made the comments about the poor health of her black Labrador retrievers on an Internet pet forum. The judge ordered Gordon to pay $10,000 in damages and$4,000 in court costs to James, Charlene and Nicole Labombard, the owners of the Shawville, Que.-based Paws R Us Kennel. Galligan ruled the comments Gordon posted online between July 2004and April 2005 at www.pets.ca and another popular pet websites were defamatory. But Gordon said on Monday she will appeal the decision with the help of donations from animal-rights advocates.Luc Barrick, the Ottawa lawyer representing the Labombards, said Gordon and several other witnesses, including representatives from Montreal's SPCA, attempted to portray Paws R Us as a puppymill. "They are trying to say a commercial breeder is a puppy mill and they are not," Barrick said. "There are puppy mills out there but my client is not one of them."Quebec - (6/29/09) - The head of a Quebec task force looking into the province's puppy mill problem says Quebec needs strong, clear legislation that will allow the province to shed its reputation as thepuppy mill capital of North America. "I think we've been shamed by some of the images we've seen on television," said Liberal MNA Geoff Kelley. "We've been shamed by so many citizens have written to thegovernment, putting pressure on the government." Kelley told CTV Montreal he thinks it is the government's responsibility to provide and train more inspectors to enforce the law. The task force has broughttogether animal rights groups and SPCAs from across the province to share ideas about how to combat cruelty. Kelley says he wants to continue to strengthen networking between animal protection andrights groups. Kelley took a trip to Ontario to examine their new animal protection laws that came into effect of March this year. It's the first major over haul of their legislation in 90 years. It includeslegislation that would allow fines of up to $60,000 and two years in jail for causing harm to animals, including police horses and dogs. The Quebec task force expects to spend time writing the report over thenext few weeks.NEW ZEALAND(7/29/09) - The National Party rejected its own Bluegreen vision today when it refused to support a Bill designed to ensure our marine animal protection laws work properly, said the Green Partytonight. “National’s Bluegreens will hang their heads in shame – their MPs have condemned marine animals to inevitable extinction,” said Green Party Co-leader Metiria Turei. “All I asked of Nationalwas to let my Bill through to select committee so the public, the industry and scientists could have their say on what tweaks to our marine protection laws are required to make them work asintended.” The Marine Animals Protection Law Reform Bill was drawn from the Members' ballot a month ago, and was voted down at its first reading tonight. The National Party voted against it.“The National Party has today broken election promises to ensure the recovery of Hector’s and Maui dolphins,” said Mrs Turei.Manawatu - (7/27/09) - Animal rights activists are calling for Manawatu SPCA's chairwoman to quit or be removed from her position because of her connection with live animal testing. Debbie Chesterfieldmanages Massey University's small animals research breeding facility in Palmerston North. Protesters outside The Plaza shopping mall in the city on Saturday claimed her Massey role was in conflict withpromoting animal welfare. Save The Beagles and the National Anti Vivisection Campaign promoted a petition calling for Ms Chesterfield's resignation from the SPCA. More than 150 people signed it,spokeswoman Kali Sandbrook said. Ms Chesterfield couldn't be reached for comment yesterday, but RSPCA national chief executive Robyn Kippenberger said the organisation was aware of Ms Chesterfield'sday job.UK(7/16/09) - UK FARMERS stand close to the top of the global premier league in terms of the way in which they tend and care for their livestock.
