Mixon filed a petition that would liberalize dog owners' ability to demonstrate an animal is under voice control, so that approved dogs may be walked without aleash around town. Selectmen accepted the petition and agreed to consider it at the June Town Meeting. Mixon wants the changes put to a vote sooner.Rye - (1/7/09) - Voters at the town's deliberative session will be asked to consider changes to the ordinance governing dogs on the beaches. <strong>The</strong> changes would add one hour in the morningfor dogs to run <strong>of</strong>f-leash and require leashes during two hours in the evening. <strong>The</strong> changes would affect summer months only, from the first Saturday before Memorial Day to Oct. 1.Currently, unleashed dogs are not allowed on the beach in the summer from 8 a.m. to 6 p.m. <strong>The</strong> proposed changes would allow unleashed dogs until 9 each morning, but also require dogs tobe leashed from 6 p.m. to 8 p.m. <strong>The</strong> changes must be approved by voters on March 10 to take effect. As an SB2 town, voters could change the wording <strong>of</strong> the proposed ordinance at the Jan.31 deliberative session.NEW JERSEYAB3335 - An Act establishing animal cruelty assistant county prosecutors, supplementing Title 2C <strong>of</strong> the New Jersey Statutes and chapter 22 <strong>of</strong> Title 4 <strong>of</strong> the Revised Statutes, and amendingP.L.1966, c.37. SYNOPSIS Requires animal cruelty training for selected assistant county prosecutors and tracking <strong>of</strong> animal cruelty cases in State uniform crime reporting system; directs AG toissue prosecutor guidelines for animal cruelty cases. STATEMENT This bill requires each county prosecutor to have one or more assistant county prosecutors specially trained in matters <strong>of</strong>animal cruelty, the State animal cruelty laws, and the rules and regulations adopted pursuant thereto. <strong>The</strong> bill provides that this training would be prescribed by the Attorney General, inconsultation with the Humane Society University <strong>of</strong> the Humane Society <strong>of</strong> the United States. <strong>The</strong> Humane Society University has a prosecutor training program. <strong>The</strong> bill also requires theAttorney General to issue a checklist for animal cruelty cases for, and distribute them to, county and municipal prosecutors. <strong>The</strong> bill further requires that the uniform crime reporting systemestablished by P.L.1966, c.37 (C.52:17B-5.1 et seq.) include tracking <strong>of</strong> animal cruelty <strong>of</strong>fenses and violations. Finally, the bill authorizes the Attorney General to issue guidelines and adoptregulations that may be necessary for implementing the act.A3539- An Act concerning animal cruelty, supplementing Title 4 <strong>of</strong> the Revised Statutes and amending R.S.4:22-26. 1. (New section) a. No person shall cruelly restrain a dog.A person cruelly restrains a dog if the person:(1) chains, ties, fastens or otherwise tethers a dog to a dog house, tree, stake, pole, fence, wall or any other stationary object for more than three hours in a 24-hourperiod;(2) regardless <strong>of</strong> how long a period <strong>of</strong> time, chains, ties, fastens or otherwise tethers a dog with any collar or similar device other than a properly fitted harness or buckletypecollar for the dog; or(3) regardless <strong>of</strong> how long a period <strong>of</strong> time, uses a choke or prong collar on the dog when chaining, tying, fastening or otherwise tethering the dog.
