People at the hearing had fun commenting on thethought of leashing cows and chickens.The ordinance was amended to clarify animal control as keeping animals on the owner’s property or off the property under the control of a competent person able to restrain the animal. Dogcontrolrules would not apply to normal hunting practices when a hunter is using a trained dog as permitted by state law and licensing. The proposed ordinance would not apply to villagesand cities where local governments already have municipal animal ordinances. Advocates of the ordinance also are hopeful it will lead to more compliance by dog owners in obtaining doglicenses and state-required vaccinations.Rosemount - (4/9/09) - Traps used to catch wild animals are catching and even killing pet dogs too. In much of Minnesota, it is certainly legal to put out one of these traps. As long as thetrap is sitting on the ground, and its jaw size is 7-and-a-half inches or smaller. There are more than 7,000 licensed trappers in Minnesota, and state conservation officers enforce trappingregulations. A spokesperson with the Department of Natural Resources said the majority of trappers do their work ethically and safely. Conservation officers say it's very rare to see dogsgetting caught and killed by a trap.St Cloud - At a public hearing at the Planning Commission meeting last night (04/14/09) the question of dog limits and multi-pet permits was brought up to them, due to affecting zoning,etc. Residents were hoping to raise the limit from 2 to 4 as well as add the availability of a multi-pet permit, adding 2 above the limit. The Commission tabled the discussion until the nextmeeting.MISSOURISeneca - (4/10/09) - Missouri is the “puppy mill” capital of America, home to more than 4,000 shoddy and inhumane dog-breeding businesses, by one estimate. But now the state is tryingto shed its reputation, with the chief of the Agriculture Department pledging to do more to crack down on bad breeders. “Missouri led the nation in licensing breeders. Let’s lead the nation inputting unlicensed breeders out of business,” Agriculture Director Jon Hagler said. Missouri has been No. 1 in puppy mills for decades, with fly-by-night breeders — both licensed andunlicensed — selling pups churned out by dogs that spend their entire lives in cages. The pets are sold through classified ads, in pet stores and over the Internet. The problem is so severe thatMissouri’s reputable breeders complain that the shady ones are making them all look bad. Since taking office in January, the agriculture chief has been working to better enforce a 1992program for protecting animals cared for by breeders. He has named a new program coordinator, asked for a re-examination of old cases, ordered a review of internal procedures, and steppedup inspections and the issuing of citations to violators. His new Operation Bark Alert allows people to report unlicensed breeders directly to him by e-mail. But Hagler said his agency simplydoes not have the means to conduct inspections every year as required by law. “We cannot regulate 3,200 licensed breeders plus every animal rescue, shelter and dog pound, and go afterunlicensed breeders with 11 total inspectors.” The Humane Society of the United States’ “Stop Puppy Mills” campaign says Missouri should stop licensing breeders until it has enoughinspectors.Springfield - (4/7/09) - The Springfield City Council voted 6-3 against a proposal that would have let registered animal rescue groups "cherry pick" pit bulls from the pound and adoptthem out. Councilwoman Mary Collette proposed the new policy that would let adoptable pit bulls be saved from near certain death at the pound. She noted that it wouldn't change the city'scurrent pit bull ownership requirements, but would give rescue groups a chance to find homes for pit bulls that passed a temperament test. Three citizens talked to council about pit bulls.Several council members said they were concerned about liability issues if the city allowed pit bulls to be taken from the city pound. The pit bull adoption policy initially would have required arescue group to have $500,000 in insurance before taking any dogs from the pound. Councilman Gary Deaver recounted two close encounters with pit bull dogs, but said he didn't favor abreed-specific city policy. "I'll gladly carry a petition for a spay-neuter requirement for every dog and cat in the city," he said.St. Louis - (4/9/09) - Missouri Agriculture Director Jon Hagler said Thursday he will review a practice that allow dogs surrendered by unfit breeders to be auctioned rather than go toanimal shelters. The state claims that since January, it has transferred more than 1,300 abused and neglected dogs from unlicensed breeders to shelters such as the Humane Society ofMissouri in St. Louis. Hagler and Gov. Jay Nixon toured that shelter Thursday. But the state also arranges for dogs from shoddy breeders to be sold at auction to other breeders. Criticsquestion the practice if poor facility conditions have compromised the animals' health. They also argue bad breeders shouldn’t profit from the sale of their own confiscated or surrendereddogs. In February, the state negotiated a settlement with a Verona breeder who didn’t meet state standards. She was instructed to close her kennel, and the state arranged for SouthwestAuction Service in Wheaton to sell her dogs and give her the proceeds, minus state licensing fees. Hagler, who has been in office just over two months, said that and other policies are underreview. He said the dispersal of dogs from unfit breeders is being decided on a case-by-case basis, and he would rather standardize practices.Hagler and Nixon were in St. Louis to promoteOperation Bark Alert that allows people to report unlicensed breeders directly to Hagler by e-mail. So far, he has received 100 reports of suspicious breeders that include licensed facilities, hesaid.MONTANABozeman - (4/11/09) - To curb conflicts between hikers, bikers and unrestrained dogs, the city of Bozeman is examining how best to rework its leash laws. Dog owners can already beticketed for many offenses, including not picking up pet waste, walking a dog off-leash in most city parks or on public property outside designated dog parks or allowing an animal to jump upon or injure a person. Failure to clean up after a dog is a $50 to $100 ticket. A leash violation ticket costs $50 for a first offense, $100 for a second offense and $200 for a third offense. Thecity has two animal enforcement officers, one who works full time and a second who works part time. But they cannot patrol Bozeman’s dozens of parks and miles of trails. In turn,enforcement is tough, said Animal Control Division Supervisor Rich McLane. City Commissioner Jeff Rupp said that patrolling may be difficult, but if the city has a leash ordinance, it needsto be enforced - or changed. City officials will continue hashing out how best to address recreational conflicts in the coming weeks. They aim to peg down a solution as summer - or “dogseason” n heads into high gear.NEBRASKALB 588 - creates the Dog and Cat Purchase Protection Act. It sets criteria for pet shops, commercial breeders, casual breeders, and dealers to follow to ensure a consumer receives ahealthy dog or cat. If an animal suffers from a serious health problem or contagious disease resulting in severe illness or death, remedies are provided in this bill. Animal control facilities andanimal shelters are exempt from the Dog and Cat Purchase Protection Act.
