<strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong> <strong>Emergency</strong> <strong>Operation</strong>s <strong>Plan</strong>III.Concept of <strong>Operation</strong>sA. General1. This ECSU EOP will be activated upon noticeable threat of an impendingemergency or disaster on the ECSU locality or surrounding areas. It will beused as a decision making tool and a guide for information collection anddissemination during an emergency.2. Upon notification of an actual or impending disaster, the <strong>Emergency</strong><strong>Operation</strong>s Coordinator or his/her designee will activate the EOP andoperationalize the specific emergency response phase of operations. He/shemay also activate the EOC and take other appropriate actions.3. All departments and offices will contribute to the emergency response andwill assist each other in creating a seamless preparatory period and response toan emergency under the authority of the Incident Commander and <strong>Emergency</strong><strong>Operation</strong>s Coordinator.4. <strong>University</strong> emergency operations will be conducted according to the NationalIncident Management System (NIMS) and the Incident Command System(ICS) and using the emergency management cycle of mitigation,preparedness, response, and recovery.5. The ECSU <strong>Emergency</strong> <strong>Operation</strong>s Center will be staffed and operated as thesituation dictates. When activated, operations are supported byrepresentatives from ECSU departments, who will provide information, data,resources, and recommendations regarding actions needed to cope withemergency and disaster situations.6. The <strong>Emergency</strong> <strong>Operation</strong>s Coordinator or his/her designee will coordinateand control ECSU response and recovery resources through the ECSU EOC.7. The Public Information Officer, located in the ECSU EOC, will disseminateemergency public information through any and all available media outletsduring a disaster or emergency.8. All legal documents of either a public of private nature recorded by designatedofficials must be protected and preserved in accordance with existing law,statutes, and ordinances. During a threat of a disaster or actual disaster, or anevacuation, all departments that are assigned primary and supportingresponsibilities will maintain on-going communication and coordinate mediareleases with the Public Information Officer in the ECSU <strong>Emergency</strong>9
