<strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong> <strong>Emergency</strong> <strong>Operation</strong>s <strong>Plan</strong>B. ScopeThis plan is designed to address natural and manmade hazards that could adversely affectthe university. It covers the full range of complex and constantly changing requirementsin anticipation of or in response to threats of or actual disasters and emergencies. TheECSU EOP also provides the basis to initiate long-term recovery and mitigationactivities.This plan is applicable to all ECSU departments and individuals that may be requested toprovide assistance or conduct operations in the context of actual or potential emergenciesor disasters at ECSU. It describes the fundamental policies, strategies, and generalconcept of operations to be used to control the emergency or disaster from its onsetthrough the recovery phase.This plan is modeled after the National Response Framework (NRF) and incorporates theNational Incident Management System (NIMS) to facilitate coordination betweenresponding departments and agencies. Major emergencies may impact the surroundingcommunity in addition to the campus; therefore, ECSU will make every effort tocooperate with federal, state, and local emergency management agencies and otherresponders in the development, implementation, and execution of emergency responseplans.C. AuthoritiesThe ECSU EOP uses the foundation provided by the Homeland Security Act, HSPD-5,and the Robert T. Stafford Disaster Relief and <strong>Emergency</strong> Assistance Act (Stafford Act),and the Clery Act and Higher Education Act to provide a comprehensive, all hazardsapproach to emergency management at ECSU.The ECSU EOP should be used in conjunction with other emergency operation plansincluding local, state, and federal plans developed under these authorities as well asmemorandums of understanding (MOUs) among various external public and privateentities.5
