Elizabeth City State University Emergency Operations Plan3. Recovery Actionsc. The Executive Group will meet at a specified time to make criticaldecisions concerning university opening and closing informationand student evacuation. The EOG will meet as necessary.d. Contact will be maintained with Pasquotank-Camden EmergencyManagement to obtain critical information on weather conditions,county actions, and evacuation possibilities.e. The ECSU Emergency Management Coordinator will attendPasquotank-Camden Emergency Management meetings asnecessary and relay important ECSU decisions. The EmergencyManagement Coordinator will serve as the ECSU Liaison to thePasquotank-Camden EOC if it is activated.f. Appropriate procedures will be followed if mandatory or voluntaryevacuations are issued, campus is closed, or classes are canceled.g. Once immediate response missions and life-saving activitiesconclude, the emphasis shifts from response to recovery operationsand, if applicable, hazard mitigation.a. Recovery actions encompass the development, coordination, andexecution of service- and site-restoration plans and thereconstruction of university operations and services throughindividual, private-sector, governmental, non-governmental, andpublic assistance programs.b. Recovery actions may include cleanup and restoration of universityfacilities and residences; damage assessment; debris removal; reestablishmentof business operations; and re-opening of theuniversity.4. Damage Assessmenta. Facilities and Housing and Residence Life personnel will assess allparts of the university for damage. This initial assessment willfocus on life threatening damage and major destruction to theexterior of buildings. Design and Construction will also assist withthe initial assessment if possible. Priority for assessments will begiven to residence halls, utilities, buildings housing technologyequipment. Facilities personnel will report any damage back to theEOC, as well as the need for extra resources for repairs ifnecessary.31
Elizabeth City State University Emergency Operations Planb. All resources needed for repairs to damage caused by the disasterwill be routed through the EOC. Emergency personnel in the EOCwill request additional resources as needed from contractors, localvendors, and Pasquotank County. Emergency personnel in theEOC will also track financial transactions.c. The Executive Group and EOG will meet as necessary to discussre-openings, continued closings, and recovery operations asnecessary and appropriate.5. Mitigations ActionsMitigation actions encompass activities designed to reduce or eliminate risksto persons or property or to lessen the actual or potential effects orconsequences or an incident. Mitigation measures may be implemented priorto, during, or after an incident.a. Potential mitigation measures at ECSU include the following:• Pursuit of grant programs for loss reductions measures.• Delivery of loss reduction building science expertise.• Conducting mapping of the campus to identify flood zones andother vulnerable areas.• Predictive modeling to protect critical assets.• Documentation of losses in actual incidents and of losses avoideddue to previous hazard mitigation measures.• Community education and outreach necessary to foster lossreduction.6. Ongoing Plan Management and Maintenance Plan MaintenanceThe ECSU Emergency Management Coordinator will revise and annuallyupdate the EOP with input from the Emergency Operations Group (EOG),EO Coordinator, and Executive Group. The Emergency ManagementCoordinator will also update the EOP following exercises or actual eventsbased on after action reports.a. Plan Testing and TrainingExercises are fundamental to the University’s emergency preparednessprogram. Exercises test plan elements, as well as the University’s abilityto respond to specific incidents. The Federal Emergency ManagementAgency identifies four types of exercises, each with a significant degreeof complexity and involvement. The University will conduct at leastone emergency tabletop exercise each year. The University should32
