<strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong> <strong>Emergency</strong> <strong>Operation</strong>s <strong>Plan</strong>External Supporting Departments:American Red CrossPURPOSEThis ESF describes processes and procedures needed for mass care of the ECSU community andemergency personnel, if there is a need for them to stay on campus for an extended period oftime. This ESF addresses shelter-in-place procedures and emergency personnel care andplacement during an emergency.SITUATION AND ASSUMPTIONSSituation1. There are several emergency situations for which shelters may be requiredincluding severe storms, tornadoes, hazardous materials accidents, firesand nuclear attack/accident crisis.Assumptions2. A campus-wide evacuation will require the use of off-site emergencyshelters established in accordance with the Pasquotank-Camden<strong>Emergency</strong> <strong>Operation</strong>s <strong>Plan</strong>. These off-site shelters will be staffed bycounty staff and volunteers.1. Sufficient on-campus sheltering exists to meet the needs of an evacuationduring emergencies or disaster.2. A high percentage of evacuees will seek shelter with friends of relativesrather than go to public shelter.3. Local services such as the American Red Cross and Pasquotank CountySocial Services are available to assist in sheltering/mass care operationswhich extend beyond the capabilities of university resources.POLICIESA. The primary communications link between shelters and the EOC will betelephone. Law enforcement personnel assigned to the shelters will provideadditional radio support.B. Shelters will be stocked with appropriate supplies in accordance with departmentalSOPs.C. Shelters will follow a non-discriminatory policy.49
