<strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong> <strong>Emergency</strong> <strong>Operation</strong>s <strong>Plan</strong>for day-to-day operations may be redirected to perform emergencyoperations.g. Following the implementation of a mandatory evacuation of ECSU, andunder authority of the Chancellor, ECSU will officially close to everyoneexcept emergency personnel. Residence halls will be completely evacuatedand locked and all classes will be cancelled for the duration of the storm anduntil further notice.h. The Vaughan Center will be set up as a campus shelter for emergencypersonnel who are required to stay on campus and for students who requireshelter for the duration of the disaster or emergency. No on-campus shelterwill be offered to students for the duration of the disaster or emergency ifthere is a county-wide mandatory evacuation.i. Re-opening decisions will be based on the severity of damages sustained atthe university and the ability for ECSU to continue normal businessoperations. The decision to re-open will be made by the Chancellor uponrecommendation from the EO Coordinator after consultation with recoverypersonnel and appropriate members of the Executive Group.D. The Four Phases of <strong>Emergency</strong> Management1. Preparedness ActionsPreparedness encompasses actions taken regularly throughout the year toprepare for and prevent the effects of disasters. These include actions takento protect lives and property.1. The <strong>University</strong> <strong>Emergency</strong> Management Coordinator is the point ofcontact for all emergency management programs, includingpreparedness.2. The EOG and Executive Group will meet periodically throughout theyear to participate in emergency exercises, including universityexercises, local exercises, and state exercises, to improve preparednessmeasures. The EOG will also participate in writing and updating plansand procedures, including this EOP, for emergencies on campus.3. Departments will educate staff about emergency procedures andprovide staff members with written plans and checklists for reference.Departments will keep all needed disaster supplies on hand and keepemergency contact information up to date.29
