Elizabeth City State University Emergency Operations Planfor day-to-day operations may be redirected to perform emergencyoperations.g. Following the implementation of a mandatory evacuation of ECSU, andunder authority of the Chancellor, ECSU will officially close to everyoneexcept emergency personnel. Residence halls will be completely evacuatedand locked and all classes will be cancelled for the duration of the storm anduntil further notice.h. The Vaughan Center will be set up as a campus shelter for emergencypersonnel who are required to stay on campus and for students who requireshelter for the duration of the disaster or emergency. No on-campus shelterwill be offered to students for the duration of the disaster or emergency ifthere is a county-wide mandatory evacuation.i. Re-opening decisions will be based on the severity of damages sustained atthe university and the ability for ECSU to continue normal businessoperations. The decision to re-open will be made by the Chancellor uponrecommendation from the EO Coordinator after consultation with recoverypersonnel and appropriate members of the Executive Group.D. The Four Phases of Emergency Management1. Preparedness ActionsPreparedness encompasses actions taken regularly throughout the year toprepare for and prevent the effects of disasters. These include actions takento protect lives and property.1. The University Emergency Management Coordinator is the point ofcontact for all emergency management programs, includingpreparedness.2. The EOG and Executive Group will meet periodically throughout theyear to participate in emergency exercises, including universityexercises, local exercises, and state exercises, to improve preparednessmeasures. The EOG will also participate in writing and updating plansand procedures, including this EOP, for emergencies on campus.3. Departments will educate staff about emergency procedures andprovide staff members with written plans and checklists for reference.Departments will keep all needed disaster supplies on hand and keepemergency contact information up to date.29

Emergency management personnel will ensure proper disasterpreparedness funding is received by the university and will track howthis money is spent.5. Relationships with Pasquotank-Camden Emergency Management andthe North Carolina University System will be maintained throughmeetings, participation in exercises, and regular contact. Relationshipswill also be fostered with local media.6. Preparedness actions will focus on actions promoting the protection ofpublic health and safety, responder health and safety, and property andthe environment.7. The Emergency Management Coordinator will ensure that sufficientcourses are offered in Incident Command, and will ensure that ECSUcomplies with all standards established through National IncidentManagement System guidance documents.8. All University Departments should train employees on basicpreparedness procedures and general departmental plan for respondingto an emergency.9. All University Departments should provide department personnel theopportunity to participate in Incident Command System training.2. Response ActionsResponse actions encompass activities that address the short-term, directeffects of an incident. These activities include immediate actions to preservelife; property, and the environment; meet basic human needs; and maintain thesocial, economic, and political structure of the university.a. Initial response actions include immediate law enforcement, fire,EMS actions; evacuations; transportation system detours;emergency public information; actions taken to minimize damage;search and rescue; the establishment of mass care facilities; theprovision of public health and medical services, food, water, ice,and other emergency essentials; the emergency restoration ofcritical infrastructure; and protection of responder health andsafety.b. The Emergency Operations Center will be set up and staffedappropriately. All emergency personnel required to work in theEOC will report to the Police Headquarters. Once the EOC isactivated, all response actions will be coordinated through theEOC.30
