Elizabeth City State University Emergency Operations PlanPlan Annexesconduct a functional or full-scale exercise at least once every five years.Exercise should involve members of the Executive Group.b. After Action Reports (AAR)Following an incident the Emergency Management Coordinator will ensure that anAfter Action Report (AAR) is drafted, reviewed, and distributed. Elements discussedin the AAR and debriefing(s) will be applied to improve the University’s emergencymanagement program and Emergency Operations Plan.In addition to general guidance provided in the Base Plan, annexes are provided that addressspecific functions, hazards, and situations. The Base Plan is intended to provide the generalframework based on an all-hazards planning model. Elizabeth City State University recognizesthat specific functions should be clearly defined and associated roles and responsibilities shouldbe assigned to individual departments within the University. The Emergency Support Functions(ESF) outlined in this plan align with the Emergency Support Functions of the State of NorthCarolina and the Department of Homeland Security. Each function is constructed as asupplement to this Base Plan. The current Emergency Support Functions that will beincorporated into the Plan include:Elizabeth City State University Emergency Support Functions:ESF 1 – TransportationESF 2 – CommunicationsESF 3 – Public Works and UtilitiesESF 4 – Emergency Support ServicesESF 5 – Emergency ManagementESF 6 – Mass Care and ShelterESF 7 – Resource ManagementESF 8 – Health, Mental Health, and Health ServicesESF 9 – Volunteer CoordinationESF 10 – Hazardous MaterialsESF 11 – Food and WaterESF 12 – Technology SystemsESF 13 – Law EnforcementESF 14 – Public InformationESF 15 – Damage Assessment and RecoveryAdditionally, specific hazards that present a significant risk or vulnerability should have specificplans to provide more detailed guidance than the Base Plan provides. Certain situations, such asspecial University events or evacuation may require additional planning. The University willcontinually address hazards and provide specific plans for managing these hazards to include:33
