Elizabeth City State University Emergency Operations PlanElizabeth City Police DepartmentPasquotank-Camden Emergency Medical ServicesPURPOSEThis ESF provides for the coordination of fire, rescue, and EMS activities to ensure the safety oflife and property, and provides guidelines for those agencies directly or indirectly involved inproviding emergency support or resources in response an emergency or disaster.SCOPEThe Emergency Support Services function involves managing and coordinating emergencyresponse operations to include fire, law enforcement, search and rescue, and emergency medialservices response.POLICIESPriority will be given to saving lives and protecting property, in that order.Mutual Aid Agreements exist through Elizabeth City Police Department.ORGANIZATIONThe Elizabeth City Fire Department is made up of organized and trained units using paidpersonnel.SITUATION AND ASSUMPTIONSSituation1. ECSU is currently unable to respond to any significant fire emergency.Assumptions2. Fire prevention, control and rescue operations are daily problems faced bylocal fire service personnel. Several hazards become more significantduring emergency situations due to fire.1. The Elizabeth City Fire Department is available and is able to cope withmost emergency situations within their jurisdiction. When additionalsupport is required, assistance can be obtained from state and federalagencies.CONCEPT OF OPERATIONSA. During fire emergencies, ECSU resources must be prepared to support theElizabeth City Fire Department.B. In a fire emergency involving no other hazards (e.g. hazardous materials, campusdisruption, etc.), the Elizabeth City Fire Department will assume the role ofIncident Command based on internal standard operating procedures.44
