Active Shooter Response Annex (Level 3 <strong>Emergency</strong>)PURPOSEThis annex supports the ECSU EOP and outlines specific actions and procedures thatECSU should follow in the event of an active shooter response.SITUATION AND ASSUMPTIONSSituationCollege and <strong>University</strong> campuses are no longer immune to serious or violent crime. Inthe aftermath of the Virginia Tech shootings, it is imperative that we provide students,staff and faculty with protocols on how to respond during potentially violent criminalattacks on campus.Active Shooter Incident. An active shooter can be described as a person who causes deathor serious bodily injury through the use of a firearm. This is a dynamic situation thatusually evolves rapidly and demands an immediate response from law enforcementofficers to terminate the life-threatening situation. The immediate response of the firstofficers on the scene is to take aggressive action to find and stop the shooter or shooters.AssumptionsA lock down will be declared by the Chief of Campus Police, the Chancellor, or the EOCoordinator in accordance with the provisions of the <strong>Emergency</strong> <strong>Operation</strong>s <strong>Plan</strong>.CONCEPT OF OPERATIONS1. Preparedness2. ResponseThe Office of Campus Police will notify the Chancellor or the highest-rankingperson available in the in any cases involving known or suspected armedintruders.However, in any cases involving the need to initiate lock-down procedures, theChancellor’s Office will be notified immediately and the Executive Group will beasked to convene in the <strong>Emergency</strong> <strong>Operation</strong>s Center to provide further directionwith regards to <strong>University</strong> response activities.Under circumstances where a delay in seeking direction from the Chancellor orthe Executive Group would result in significant risks to the lives of the <strong>University</strong>153
