Effective Date: October 24, 2007(6) Foam thickness. The owner or operator shall record the foamthickness hourly <strong>for</strong> 15 operating days, <strong>and</strong> daily thereafter aslong as there is no violation of the foam thickness requirement.If a violation occurs, the measurement frequency shall returnto hourly <strong>for</strong> 15 operating days, <strong>and</strong> daily thereafter.(d)(e)(f)Breakdown records. The owner or operator shall maintain recordsof the occurrence, duration, <strong>and</strong> cause (if known) <strong>and</strong> action takenon each breakdown.Records of excesses. The owner or operator shall maintainrecords of exceedances of the emission limitations in section93102.4, the monitoring parameter values established undersection 93102.9, or any site-specific operating parametersestablished <strong>for</strong> alternative equipment. The records shall include thedate of the occurrence, the duration, cause (if known), <strong>and</strong>, wherepossible, the magnitude of any excess emissions.Records demonstrating facility size. Facility size <strong>for</strong> determiningthe applicable emission limitation in subsection 93102.4(a) isdetermined by the maximum cumulative potential rectifier capacity.However, a facility with a maximum cumulative potential rectifiercapacity of 60 million amp-hr/yr or more may, at the option of theowner or operator, be considered small or medium if the actualcumulative rectifier usage is less than 60 million amp-hr/yr asdemonstrated by using either of the following procedures:(1) Annual actual cumulative rectifier capacity. Show by recordsthat the facility's previous annual actual cumulative rectifiercapacity was less than 60 million amp-hr/yr, by usingnonresettable ampere-hour meters <strong>and</strong> keeping monthlyrecords of actual ampere-hour capacity <strong>for</strong> each 12-monthrolling period following the compliance date. The actualcumulative rectifier capacity <strong>for</strong> the previous 12-month rollingperiod shall be tabulated monthly by adding the capacity <strong>for</strong>the current month to the capacities <strong>for</strong> the previous 11 months;or(2) Maximum cumulative potential rectifier usage limit. Byaccepting a limit on the maximum cumulative potential rectifierusage of a hard chromium electroplating facility through atitle V permit condition or a permitting agency operating permitcondition <strong>and</strong> by maintaining monthly records in accordancewith subsection 93102.12(c)(1) to demonstrate that the limithas not been exceeded.35
