Tier 1 operations phaseThis phase encompasses all of the activity that supports the movementof the public from at-risk areas to locations of safety, as well as the supportand sheltering of those people immediately following the evacuation.This phase typically occurs within the first six to 72 hours afteran evacuation begins, although the timeframe will vary significantlydepending on the circumstances of the evacuation.
