correlating the specific questions posed here with the issues presentedin earlier sections of this Primer. Please note that, as the purpose of this Primer is to address the issuesspecific to no-notice scenarios, the final two phases – Tier 2 Operationsand Return to Readiness – are not covered here because theiractivities would be handled identically for both advance-notice andno-notice evacuations. For information about these phases, pleaserefer to the “Components of an Effective Evacuation Plan” chapter inthe Advance Notice Primer. An additional distinction between the planning approaches presentedhere and in the first Primer is that this approach puts a strongeremphasis on the Planning and Preparedness Phase. Unlike an advance-noticeevacuation, in which much of the necessary informationbecomes available to decision makers during the Readiness Phase, ano-notice evacuation will have either a very minimal or a non-existentReadiness Phase. It is essential, therefore, that preparedness is one ofthe main focuses of an evacuation plan capable of dealing with a nonoticescenario, and that planning activities take place well before theevacuation plan needs to be used. Identifying what can be done aheadof time to prepare for a no-notice evacuation will mitigate the effectsof the lack of a Readiness Phase or of an extremely limited ReadinessPhase.86 USING HIGHWAYS FOR NO-NOTICE EVACUATIONS
