IND.D.004.16 April 2004EXECUTIVE SUMMARYSurvey <str<strong>on</strong>g>ra</str<strong>on</strong>g>ti<strong>on</strong>aleWith <str<strong>on</strong>g>the</str<strong>on</strong>g> d<str<strong>on</strong>g>ra</str<strong>on</strong>g>matic development of domestic and internati<strong>on</strong>al t<str<strong>on</strong>g>ra</str<strong>on</strong>g>vel in <str<strong>on</strong>g>the</str<strong>on</strong>g> past fifty years,<str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong> of how <strong>hotel</strong> <str<strong>on</strong>g>ra</str<strong>on</strong>g>tings compare across <str<strong>on</strong>g>the</str<strong>on</strong>g> world is periodically <str<strong>on</strong>g>ra</str<strong>on</strong>g>ised byvarious public and private-sector interests. As a result <strong>hotel</strong> classificati<strong>on</strong> has appeared<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> agenda of <str<strong>on</strong>g>the</str<strong>on</strong>g> World Tourism Organisati<strong>on</strong> for a c<strong>on</strong>side<str<strong>on</strong>g>ra</str<strong>on</strong>g>ble number of years.Most recently, <str<strong>on</strong>g>the</str<strong>on</strong>g> topic was included in <str<strong>on</strong>g>the</str<strong>on</strong>g> WTO 2000-2001 Work Prog<str<strong>on</strong>g>ra</str<strong>on</strong>g>mme.The Internati<strong>on</strong>al <strong>Hotel</strong> & Restau<str<strong>on</strong>g>ra</str<strong>on</strong>g>nt Associati<strong>on</strong> (IH&RA) proposed that before any newwork was undertaken, <str<strong>on</strong>g>the</str<strong>on</strong>g> first stage of any project should be to d<str<strong>on</strong>g>ra</str<strong>on</strong>g>w up a status report<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> various schemes existing throughout <str<strong>on</strong>g>the</str<strong>on</strong>g> world. WTO <str<strong>on</strong>g>the</str<strong>on</strong>g>n appointed IH&RA itsdesignated expert to undertake this status report. In this first stage, IH&RA limited itsrole to surveying <str<strong>on</strong>g>the</str<strong>on</strong>g> private sector and specifically to preparing:- a status report (ie inventory) of existing <strong>hotel</strong> classificati<strong>on</strong> schemes- a compa<str<strong>on</strong>g>ra</str<strong>on</strong>g>tive analysis of <str<strong>on</strong>g>the</str<strong>on</strong>g>se schemes (qualitative and quantitativeelements)At <str<strong>on</strong>g>the</str<strong>on</strong>g> same time, WTO surveyed public sector involvement in <strong>hotel</strong> classificati<strong>on</strong> via itsMember Nati<strong>on</strong>al Tourism Administ<str<strong>on</strong>g>ra</str<strong>on</strong>g>ti<strong>on</strong>s.Scope and findings of surveyAfter reviewing previous work by o<str<strong>on</strong>g>the</str<strong>on</strong>g>r bodies (IUOTO, ISO, CEN, HOTREC), <str<strong>on</strong>g>the</str<strong>on</strong>g>present <str<strong>on</strong>g>study</str<strong>on</strong>g> collates <str<strong>on</strong>g>the</str<strong>on</strong>g> results of <str<strong>on</strong>g>the</str<strong>on</strong>g>se two surveys and provides a compa<str<strong>on</strong>g>ra</str<strong>on</strong>g>tiveanalysis of <str<strong>on</strong>g>the</str<strong>on</strong>g>ir findings, 31 countries for <str<strong>on</strong>g>the</str<strong>on</strong>g> private sector and 89 for <str<strong>on</strong>g>the</str<strong>on</strong>g> public sector.Ove<str<strong>on</strong>g>ra</str<strong>on</strong>g>ll, of <str<strong>on</strong>g>the</str<strong>on</strong>g> countries surveyed, 83 have an official <strong>hotel</strong> classificati<strong>on</strong> scheme, while<strong>on</strong>ly 23 countries have an official classificati<strong>on</strong> scheme covering <strong>hotel</strong>s, apartment<strong>hotel</strong>s, motels and inns.Where <str<strong>on</strong>g>the</str<strong>on</strong>g> public sector is c<strong>on</strong>cerned, 20 countries indicate that classificati<strong>on</strong> is used toc<strong>on</strong>trol or m<strong>on</strong>itor accommodati<strong>on</strong> tariffs and 13 that it is used as <str<strong>on</strong>g>the</str<strong>on</strong>g> basis for <str<strong>on</strong>g>the</str<strong>on</strong>g>applicati<strong>on</strong> of government taxes such as VAT (Value-Added Tax). The private sectorreport no link between classificati<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> social obligati<strong>on</strong>s imposed <strong>on</strong> employers.The two bodies most involved in devising and d<str<strong>on</strong>g>ra</str<strong>on</strong>g>fting <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>hotel</strong> classificati<strong>on</strong> scheme areofficials of Nati<strong>on</strong>al Tourism Administ<str<strong>on</strong>g>ra</str<strong>on</strong>g>ti<strong>on</strong>s (NTA) with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r government officials (in 49countries) and <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong>al <strong>hotel</strong> associati<strong>on</strong>, <str<strong>on</strong>g>ra</str<strong>on</strong>g>rely al<strong>on</strong>e and gene<str<strong>on</strong>g>ra</str<strong>on</strong>g>lly when c<strong>on</strong>sultedby government authorities (in 48 countries). In additi<strong>on</strong>, 40 countries indicate that <str<strong>on</strong>g>the</str<strong>on</strong>g>system is based <strong>on</strong> that of ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r (usually neighbouring) country.Classificati<strong>on</strong> is mandatory for all establishments in 46 countries. In 55 it is needed toobtain a licence to ope<str<strong>on</strong>g>ra</str<strong>on</strong>g>te whereas in 32 o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs, establishments can ope<str<strong>on</strong>g>ra</str<strong>on</strong>g>te withoutbeing classified.O<str<strong>on</strong>g>the</str<strong>on</strong>g>r forms of classificati<strong>on</strong>Al<strong>on</strong>gside <str<strong>on</strong>g>the</str<strong>on</strong>g> g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ding schemes surveyed above, <str<strong>on</strong>g>the</str<strong>on</strong>g> report reviews o<str<strong>on</strong>g>the</str<strong>on</strong>g>r forms ofclassificati<strong>on</strong>. Major Tour Ope<str<strong>on</strong>g>ra</str<strong>on</strong>g>tors often <str<strong>on</strong>g>ra</str<strong>on</strong>g>te <strong>hotel</strong>s according to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir own criteria whileschemes used in electr<strong>on</strong>ic distributi<strong>on</strong> channels (eg.
