IND.D.004.16 April 2004instance, <str<strong>on</strong>g>the</str<strong>on</strong>g>re were about 80 <strong>hotel</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> 4 star category and it was obvious to all that <str<strong>on</strong>g>the</str<strong>on</strong>g>re weregreat differences am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g>m and it was not possible to ascertain much about a specific <strong>hotel</strong> in asimilar large group.The g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ding of part of <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>hotel</strong>s did not reflect <str<strong>on</strong>g>the</str<strong>on</strong>g> reality. There were <strong>hotel</strong>s which, havingreceived <str<strong>on</strong>g>the</str<strong>on</strong>g>ir high g<str<strong>on</strong>g>ra</str<strong>on</strong>g>de, lowered <str<strong>on</strong>g>the</str<strong>on</strong>g>ir standards during <str<strong>on</strong>g>the</str<strong>on</strong>g> years and it was difficult, if notdownright impossible to change <str<strong>on</strong>g>the</str<strong>on</strong>g>ir g<str<strong>on</strong>g>ra</str<strong>on</strong>g>de. Additi<strong>on</strong>al difficulties in g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ding were discovered alsoin comparis<strong>on</strong>s between city <strong>hotel</strong>s and holiday <strong>hotel</strong>s, new <strong>hotel</strong>s and old <strong>hotel</strong>s, small and large<strong>hotel</strong>s and between regular <strong>hotel</strong>s and apartment <strong>hotel</strong>s and suite <strong>hotel</strong>s.The g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ding of a <strong>hotel</strong> created certain expectati<strong>on</strong>s from <str<strong>on</strong>g>the</str<strong>on</strong>g> client. A great part of <str<strong>on</strong>g>the</str<strong>on</strong>g> complaintsreceived about <strong>hotel</strong>s were in <str<strong>on</strong>g>the</str<strong>on</strong>g> style of “this is not <str<strong>on</strong>g>the</str<strong>on</strong>g> service of a <strong>hotel</strong> g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ded X stars…. Whogave <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>hotel</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> stars…”etc….ii. T<str<strong>on</strong>g>ra</str<strong>on</strong>g>vel agent reacti<strong>on</strong>The situati<strong>on</strong> was worsened by t<str<strong>on</strong>g>ra</str<strong>on</strong>g>vel agents who published tour packages to Is<str<strong>on</strong>g>ra</str<strong>on</strong>g>el in <str<strong>on</strong>g>the</str<strong>on</strong>g> old andknown manner of “overnight in a 4 star <strong>hotel</strong> in Jerusalem…”. These t<str<strong>on</strong>g>ra</str<strong>on</strong>g>vel agents did not promisea specific <strong>hotel</strong>, or certain level of services – <str<strong>on</strong>g>the</str<strong>on</strong>g>y <strong>on</strong>ly promised to give <str<strong>on</strong>g>the</str<strong>on</strong>g> client a <strong>hotel</strong> of acertain g<str<strong>on</strong>g>ra</str<strong>on</strong>g>de and nothing more.iii. <strong>Hotel</strong> reacti<strong>on</strong>When <str<strong>on</strong>g>the</str<strong>on</strong>g>re are many <strong>hotel</strong>s with <str<strong>on</strong>g>the</str<strong>on</strong>g> same g<str<strong>on</strong>g>ra</str<strong>on</strong>g>de, it is clear that <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a very good 4 star <strong>hotel</strong>whose <str<strong>on</strong>g>ra</str<strong>on</strong>g>tes are expensive and <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a bad 4 star <strong>hotel</strong> whose <str<strong>on</strong>g>ra</str<strong>on</strong>g>tes are cheap. In fact, <str<strong>on</strong>g>the</str<strong>on</strong>g>rehave been many cases in which t<str<strong>on</strong>g>ra</str<strong>on</strong>g>vel agents ordered <str<strong>on</strong>g>the</str<strong>on</strong>g> cheaper <strong>hotel</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir clients …however, <str<strong>on</strong>g>the</str<strong>on</strong>g>y stood by <str<strong>on</strong>g>the</str<strong>on</strong>g>ir promise to supply a 4 star <strong>hotel</strong>, but <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>es who suffered where <str<strong>on</strong>g>the</str<strong>on</strong>g>clients <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves who thought that this was <str<strong>on</strong>g>the</str<strong>on</strong>g> level of <strong>hotel</strong>s in Is<str<strong>on</strong>g>ra</str<strong>on</strong>g>el.A situati<strong>on</strong> was created whereby <strong>hotel</strong>s used to sell <str<strong>on</strong>g>the</str<strong>on</strong>g>ir g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ding and not <str<strong>on</strong>g>the</str<strong>on</strong>g>ir diverse and variousservices. The g<str<strong>on</strong>g>ra</str<strong>on</strong>g>de influenced <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>ra</str<strong>on</strong>g>tes and it was acceptable, of course, that a higher g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ded<strong>hotel</strong> would receive a higher <str<strong>on</strong>g>ra</str<strong>on</strong>g>te. As a result of this, <str<strong>on</strong>g>the</str<strong>on</strong>g>re was a fear that lower g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ded <strong>hotel</strong>swould not make any special effort- because in any case <str<strong>on</strong>g>the</str<strong>on</strong>g>y would not get anything for <str<strong>on</strong>g>the</str<strong>on</strong>g>irefforts, while <strong>hotel</strong>s of higher g<str<strong>on</strong>g>ra</str<strong>on</strong>g>des also will not try improve <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves since <str<strong>on</strong>g>the</str<strong>on</strong>g>ir g<str<strong>on</strong>g>ra</str<strong>on</strong>g>des aresolid and go <strong>on</strong> forever.Healthy competiti<strong>on</strong>With <str<strong>on</strong>g>the</str<strong>on</strong>g> cancellati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ding, <str<strong>on</strong>g>the</str<strong>on</strong>g> new name of <str<strong>on</strong>g>the</str<strong>on</strong>g> game is competiti<strong>on</strong>. Each <strong>hotel</strong> mustestablish itself from <str<strong>on</strong>g>the</str<strong>on</strong>g> aspect of <str<strong>on</strong>g>the</str<strong>on</strong>g> product, <str<strong>on</strong>g>the</str<strong>on</strong>g> service, publicity and marketing.The Name of <str<strong>on</strong>g>the</str<strong>on</strong>g> Game is - <str<strong>on</strong>g>the</str<strong>on</strong>g> NameThat is to say, that which determines now is <str<strong>on</strong>g>the</str<strong>on</strong>g> name of <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>hotel</strong> – what does it supply, whatservices does it give and what is its real level.
