IND.D.004.16 April 2004Summing up• In <str<strong>on</strong>g>the</str<strong>on</strong>g> light of recent events such as 9/11, SARS, Mad Cow disease and Legi<strong>on</strong>naire’sdisease, ensuring minimum standards for safety and hygiene should obviously fall togovernments. As most of <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r aspects of classificati<strong>on</strong> are basically commercial,or market-driven, this could be a first c<strong>on</strong>side<str<strong>on</strong>g>ra</str<strong>on</strong>g>ti<strong>on</strong> guiding <str<strong>on</strong>g>the</str<strong>on</strong>g> classificati<strong>on</strong> debate.• The two noti<strong>on</strong>s, destinati<strong>on</strong>, whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r country or regi<strong>on</strong>, and purpose of t<str<strong>on</strong>g>ra</str<strong>on</strong>g>vel(business, leisure, etc) are fundamental. As noted in <str<strong>on</strong>g>the</str<strong>on</strong>g> report, Europe is currentlyc<strong>on</strong>sidering <str<strong>on</strong>g>the</str<strong>on</strong>g> feasibility of an EU classificati<strong>on</strong> system; similar investigati<strong>on</strong>s areunderway within ASEAN (Associati<strong>on</strong> of South East Asian Nati<strong>on</strong>s); in <str<strong>on</strong>g>the</str<strong>on</strong>g> Nordiccountries and in <str<strong>on</strong>g>the</str<strong>on</strong>g> Middle East; while Cent<str<strong>on</strong>g>ra</str<strong>on</strong>g>l African states have expressed interestin some such system.Key c<strong>on</strong>side<str<strong>on</strong>g>ra</str<strong>on</strong>g>ti<strong>on</strong>s1. Private sector requirement: c<strong>on</strong>sumer informati<strong>on</strong>There is str<strong>on</strong>g c<strong>on</strong>sumer demand for better and more t<str<strong>on</strong>g>ra</str<strong>on</strong>g>nsparent informati<strong>on</strong> <strong>on</strong>both <str<strong>on</strong>g>the</str<strong>on</strong>g> products and destinati<strong>on</strong>s <strong>on</strong> offer. This implies <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sistent use of agiven and recognised terminology. It also <str<strong>on</strong>g>ra</str<strong>on</strong>g>ises <str<strong>on</strong>g>the</str<strong>on</strong>g> problem of <str<strong>on</strong>g>the</str<strong>on</strong>g> language(s) inwhich <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> is made available. On <str<strong>on</strong>g>the</str<strong>on</strong>g> positive side, <str<strong>on</strong>g>the</str<strong>on</strong>g> diversity ofinformati<strong>on</strong> available can also be c<strong>on</strong>sidered an advantage.2. Public sector resp<strong>on</strong>sibility: Hygiene and safetyGovernment c<strong>on</strong>cern should focus more <strong>on</strong> ensuring hygiene and pers<strong>on</strong>al safetythan <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> commercial aspects of classificati<strong>on</strong>.3. MethodologyIt would be advisable to devise a methodology providing those states wishing toset up a nati<strong>on</strong>al or regi<strong>on</strong>al classificati<strong>on</strong> scheme with <str<strong>on</strong>g>the</str<strong>on</strong>g> necessary tools to doso. The point here is to provide a systematic way of taking into account <str<strong>on</strong>g>the</str<strong>on</strong>g>cultu<str<strong>on</strong>g>ra</str<strong>on</strong>g>l differences between states in terms of service and facilities according todestinati<strong>on</strong>s, regi<strong>on</strong>s and purpose of t<str<strong>on</strong>g>ra</str<strong>on</strong>g>vel. To be sustainable, tourism must beable to c<strong>on</strong>solidate its diversity, not seek uniformity.Without <str<strong>on</strong>g>the</str<strong>on</strong>g>se intermediary stages, any internati<strong>on</strong>al classificati<strong>on</strong> system would run <str<strong>on</strong>g>the</str<strong>on</strong>g>risk of being irrelevant and <str<strong>on</strong>g>the</str<strong>on</strong>g>refore inefficient, especially as it could necessarily <strong>on</strong>ly bevoluntary. In <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g run, this would end up merely creating more c<strong>on</strong>fusi<strong>on</strong>.***- 80 -
