Here <strong>on</strong>e fundamental difference can be noted between <str<strong>on</strong>g>the</str<strong>on</strong>g> publicand private sectors. When such standards and criteria are laid down by governments,<str<strong>on</strong>g>the</str<strong>on</strong>g>y tend to remain in force for years at a time, are infrequently checked and <str<strong>on</strong>g>ra</str<strong>on</strong>g>relyupdated to meet changes in fashi<strong>on</strong> and c<strong>on</strong>sumer taste or take account of changes indestinati<strong>on</strong>s and markets.In this respect, <str<strong>on</strong>g>the</str<strong>on</strong>g> private sector is much quicker at resp<strong>on</strong>ding to demand, as instancedby such developments as timeshare, resorts, villas providing t<str<strong>on</strong>g>ra</str<strong>on</strong>g>diti<strong>on</strong>al <strong>hotel</strong> servicesetc. Similarly, <str<strong>on</strong>g>the</str<strong>on</strong>g> criteria set out in private-sector c<strong>on</strong>sumer guides are much moreresp<strong>on</strong>sive to c<strong>on</strong>sumer and market demand. Many surveys show that c<strong>on</strong>sumer choiceis governed first and foremost by price and destinati<strong>on</strong>, <str<strong>on</strong>g>ra</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g>r than by classificati<strong>on</strong>systems that are so complex that <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sumer is ei<str<strong>on</strong>g>the</str<strong>on</strong>g>r unaware of <str<strong>on</strong>g>the</str<strong>on</strong>g>m or unable todecipher <str<strong>on</strong>g>the</str<strong>on</strong>g>m.In fact, where <str<strong>on</strong>g>the</str<strong>on</strong>g> public sector is c<strong>on</strong>cerned, government interest in having aclassificati<strong>on</strong> system is often prompted by <str<strong>on</strong>g>the</str<strong>on</strong>g> need to organise <str<strong>on</strong>g>the</str<strong>on</strong>g> domestic market,obtain statistics and assess competiti<strong>on</strong> from neighbouring countries/destinati<strong>on</strong>s.- 79 -
