IND.D.004.16 April 2004(a)(b)(c)(d)identifying <str<strong>on</strong>g>the</str<strong>on</strong>g> comm<strong>on</strong> cha<str<strong>on</strong>g>ra</str<strong>on</strong>g>cteristics prevailing in such classificati<strong>on</strong>s;establishing minimum internati<strong>on</strong>al classificati<strong>on</strong> criteria as reference valuesand guidelines which could be used by interested parties in <str<strong>on</strong>g>ra</str<strong>on</strong>g>ting <strong>hotel</strong>sand similar accommodati<strong>on</strong> establishments;defining recommended procedures and rules for classificati<strong>on</strong>;preparing <str<strong>on</strong>g>the</str<strong>on</strong>g> WTO positi<strong>on</strong> <strong>on</strong> classificati<strong>on</strong> outlining <str<strong>on</strong>g>the</str<strong>on</strong>g> various typesclassificati<strong>on</strong> available (voluntary, corpo<str<strong>on</strong>g>ra</str<strong>on</strong>g>te, industry-c<strong>on</strong>trolled,government-c<strong>on</strong>trolled, etc.) and <str<strong>on</strong>g>the</str<strong>on</strong>g> preventi<strong>on</strong> of its use as a barrier tofree competiti<strong>on</strong> and t<str<strong>on</strong>g>ra</str<strong>on</strong>g>de in <strong>hotel</strong> services.”Also, <str<strong>on</strong>g>the</str<strong>on</strong>g> same Committee str<strong>on</strong>gly recommended that this activity be closelycoordinated with representatives of <str<strong>on</strong>g>the</str<strong>on</strong>g> ope<str<strong>on</strong>g>ra</str<strong>on</strong>g>ti<strong>on</strong>al sector, to begin with WTO’s AffiliateMember, <str<strong>on</strong>g>the</str<strong>on</strong>g> Internati<strong>on</strong>al <strong>Hotel</strong> & Restau<str<strong>on</strong>g>ra</str<strong>on</strong>g>nt Associati<strong>on</strong> (IH&RA).The recommendati<strong>on</strong> of this Committee was subsequently endorsed by <str<strong>on</strong>g>the</str<strong>on</strong>g> WTOExecutive Council at its 63 rd and 64 th sessi<strong>on</strong> (Madrid, 28-30 November 2000).Based <strong>on</strong> this recommendati<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> Secretary-Gene<str<strong>on</strong>g>ra</str<strong>on</strong>g>l of WTO formally c<strong>on</strong>sulted <str<strong>on</strong>g>the</str<strong>on</strong>g>Internati<strong>on</strong>al <strong>Hotel</strong> & Restau<str<strong>on</strong>g>ra</str<strong>on</strong>g>nt Associati<strong>on</strong> (IH&RA). After an exchange of letters andvarious meetings between representatives of both organizati<strong>on</strong>s, IH&RA proposed thatbefore any new work was undertaken, <str<strong>on</strong>g>the</str<strong>on</strong>g> first stage of any project should be to review<str<strong>on</strong>g>the</str<strong>on</strong>g> various schemes existing throughout <str<strong>on</strong>g>the</str<strong>on</strong>g> world tapping <str<strong>on</strong>g>the</str<strong>on</strong>g> experience and expertiseof <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong>al <strong>hotel</strong> associati<strong>on</strong>s across <str<strong>on</strong>g>the</str<strong>on</strong>g> globe. WTO <str<strong>on</strong>g>the</str<strong>on</strong>g>n appointed IH&RA itsdesignated expert <strong>on</strong> this aspect of <str<strong>on</strong>g>the</str<strong>on</strong>g> project. IH&RA officially advised <str<strong>on</strong>g>the</str<strong>on</strong>g> Secretary-Gene<str<strong>on</strong>g>ra</str<strong>on</strong>g>l early in January 2001 that it was prepared to coope<str<strong>on</strong>g>ra</str<strong>on</strong>g>te with WTO initially in twoareas, viz.:- to prepare a status report <strong>on</strong> existing <strong>hotel</strong> classificati<strong>on</strong> schemes- to carry out a compa<str<strong>on</strong>g>ra</str<strong>on</strong>g>tive analysis and interpretati<strong>on</strong> of such schemes and<str<strong>on</strong>g>the</str<strong>on</strong>g>ir functi<strong>on</strong>s.It was understood that in <str<strong>on</strong>g>the</str<strong>on</strong>g> light of <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>clusi<strong>on</strong>s of <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>study</str<strong>on</strong>g>, which could give rise torecommendati<strong>on</strong>s, both organizati<strong>on</strong>s would examine <str<strong>on</strong>g>the</str<strong>on</strong>g> possibility of undertaking afollow-up to this activity as already outlined in <str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong>s of <str<strong>on</strong>g>the</str<strong>on</strong>g> WTO QualitySupport Committee (see above).- 5 -
