IND.D.004.16 April 2004The country’s accommodati<strong>on</strong> sector had very high standards in both facilities and service and itwas comm<strong>on</strong> opini<strong>on</strong> that <str<strong>on</strong>g>the</str<strong>on</strong>g>re was no need to introduce a classificati<strong>on</strong> system at that time.Current situati<strong>on</strong>HORESTA introduced <str<strong>on</strong>g>the</str<strong>on</strong>g> new <strong>Hotel</strong> Classificati<strong>on</strong> System in Denmark <strong>on</strong> 14 May 1996 andapproved <str<strong>on</strong>g>the</str<strong>on</strong>g> classificati<strong>on</strong> of member <strong>hotel</strong>s by <str<strong>on</strong>g>the</str<strong>on</strong>g> star scheme. This scheme is reserved forHORESTA members. All Danish <strong>hotel</strong>s associated with HORESTA which have at least 8 roomsare classified <strong>on</strong> a scale <str<strong>on</strong>g>ra</str<strong>on</strong>g>nging from 0-5 stars. The classificati<strong>on</strong> scheme is based up<strong>on</strong> objectivecriteria, i.e. <str<strong>on</strong>g>the</str<strong>on</strong>g> presence or absence or a wide <str<strong>on</strong>g>ra</str<strong>on</strong>g>nge of facilities and service. The number of starsis <str<strong>on</strong>g>the</str<strong>on</strong>g>refore not indicative of subjective features such as atmosphere, quality of food and service,locati<strong>on</strong> or view.The Danish Tourist Board welcomed this new classificati<strong>on</strong> scheme, firstly, because such ascheme had l<strong>on</strong>g been called for by both customers and tour ope<str<strong>on</strong>g>ra</str<strong>on</strong>g>tors; sec<strong>on</strong>dly, becauseexperience from abroad showed that a star classificati<strong>on</strong> scheme was a tool for improving <strong>hotel</strong>standards. This was a quality improvement that was crucial if Danish <strong>hotel</strong>s were to hold <str<strong>on</strong>g>the</str<strong>on</strong>g>ir ownin <str<strong>on</strong>g>the</str<strong>on</strong>g> increasingly competitive internati<strong>on</strong>al tourist market.Why a Star-<str<strong>on</strong>g>ra</str<strong>on</strong>g>ting?Everywhere in <str<strong>on</strong>g>the</str<strong>on</strong>g> world guests are accustomed to inquire about <strong>hotel</strong>s in terms of <str<strong>on</strong>g>the</str<strong>on</strong>g> number ofstars. Even though <str<strong>on</strong>g>the</str<strong>on</strong>g> criteria vary from <strong>on</strong>e country to <str<strong>on</strong>g>the</str<strong>on</strong>g> ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r, a nati<strong>on</strong>al classificati<strong>on</strong>never<str<strong>on</strong>g>the</str<strong>on</strong>g>less offers customers greater opportunity of finding a <strong>hotel</strong> which c<strong>on</strong>forms to <str<strong>on</strong>g>the</str<strong>on</strong>g>standard desired, <str<strong>on</strong>g>the</str<strong>on</strong>g>reby avoiding <str<strong>on</strong>g>the</str<strong>on</strong>g> wr<strong>on</strong>g choice of <strong>hotel</strong> – something which is disagreeable forboth parties. The most important objective for HORESTA was to satisfy <str<strong>on</strong>g>the</str<strong>on</strong>g>ir customers’ wishes aswell as <str<strong>on</strong>g>the</str<strong>on</strong>g>y can.Moreover, experience from o<str<strong>on</strong>g>the</str<strong>on</strong>g>r countries showed that in many instances classificati<strong>on</strong> was auseful aid for a <strong>hotel</strong> manager is interested in improving his/her product. As far as holiday centers are c<strong>on</strong>cerned, a special setof criteria was d<str<strong>on</strong>g>ra</str<strong>on</strong>g>wn up in close collabo<str<strong>on</strong>g>ra</str<strong>on</strong>g>ti<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘Associati<strong>on</strong> of Holiday Centers inDenmark’. These describe both <str<strong>on</strong>g>the</str<strong>on</strong>g> facilities available and <str<strong>on</strong>g>the</str<strong>on</strong>g> activities <strong>on</strong> offer.What <str<strong>on</strong>g>the</str<strong>on</strong>g> classificati<strong>on</strong> does not say…The aim of <str<strong>on</strong>g>the</str<strong>on</strong>g> classificati<strong>on</strong> scheme is to provide guests with an immediate overview of <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>hotel</strong>’sgene<str<strong>on</strong>g>ra</str<strong>on</strong>g>l and objectively recorded standard as regards facilities and services. It is not designed toprovide a qualitative or subjective evaluati<strong>on</strong>.Certain types of informati<strong>on</strong> are not covered by <str<strong>on</strong>g>the</str<strong>on</strong>g> classificati<strong>on</strong>, which is why sensible marketing<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> part of <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>hotel</strong> ought to c<strong>on</strong>tain such informati<strong>on</strong>. This can be indicated with <str<strong>on</strong>g>the</str<strong>on</strong>g> aid ofsymbols, text, photog<str<strong>on</strong>g>ra</str<strong>on</strong>g>phs or a combinati<strong>on</strong> of all three. 11Regi<strong>on</strong>al Classificati<strong>on</strong> SchemesTowards a Nordic classificati<strong>on</strong> scheme? Sweden opts for <str<strong>on</strong>g>the</str<strong>on</strong>g> Danish modelIn March 2003, after lengthy c<strong>on</strong>sultati<strong>on</strong>s with representatives of <strong>hotel</strong> chains, cities/destinati<strong>on</strong>s,distributors and various c<strong>on</strong>sumer organisati<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> Swedish <strong>Hotel</strong> & Restau<str<strong>on</strong>g>ra</str<strong>on</strong>g>nt Associati<strong>on</strong>(SHR) took <str<strong>on</strong>g>the</str<strong>on</strong>g> decisi<strong>on</strong> to classify Swedish <strong>hotel</strong>s that are members of <str<strong>on</strong>g>the</str<strong>on</strong>g> Associati<strong>on</strong>. For <str<strong>on</strong>g>the</str<strong>on</strong>g>time being, this is <strong>on</strong> a voluntary basis. In principle, SHR has adopted <str<strong>on</strong>g>the</str<strong>on</strong>g> Danish scheme, withcertain adjustments to suit Swedish c<strong>on</strong>diti<strong>on</strong>s and <str<strong>on</strong>g>the</str<strong>on</strong>g> requirements of certain key players <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>Swedish market. It will also use <str<strong>on</strong>g>the</str<strong>on</strong>g> Danish website as a model, specifically in terms of data flow.The classificati<strong>on</strong> process started in Stockholm and <str<strong>on</strong>g>the</str<strong>on</strong>g> Go<str<strong>on</strong>g>the</str<strong>on</strong>g>nburg area and is g<str<strong>on</strong>g>ra</str<strong>on</strong>g>dually beingextended to cover Member <strong>hotel</strong>s throughout <str<strong>on</strong>g>the</str<strong>on</strong>g> country. It is anticipated that by late 2004 all SHRmembers, some 1000 <strong>hotel</strong>s, will be g<str<strong>on</strong>g>ra</str<strong>on</strong>g>ded. To do this, SHR has recruited a staff of four people torun <str<strong>on</strong>g>the</str<strong>on</strong>g> scheme and carry out <str<strong>on</strong>g>the</str<strong>on</strong>g> inspecti<strong>on</strong>s.Costs will be covered by <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>hotel</strong>s <strong>on</strong> a no profit/no loss basis. The government is covering <str<strong>on</strong>g>the</str<strong>on</strong>g>introductory cost in order get <str<strong>on</strong>g>the</str<strong>on</strong>g> scheme launched, thus enabling SHR to reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> level offinancial risk involved. So far, <str<strong>on</strong>g>the</str<strong>on</strong>g> system is being rolled out successfully, with key players backing<str<strong>on</strong>g>the</str<strong>on</strong>g> project. However, some <strong>hotel</strong>iers still have str<strong>on</strong>g reservati<strong>on</strong>s about classificati<strong>on</strong>. SHRbelieves <str<strong>on</strong>g>the</str<strong>on</strong>g> timing is right and that <str<strong>on</strong>g>the</str<strong>on</strong>g> website model will offer a distinct competitive advantage tomembers.Both Norway and Finland are closely following developments in Sweden.
