In 2004 LUKOIL-Perm held the third competitionexpanding its scope to 23 districts of the Perm oblast and theKomi-Permyatsky autonomous okrug.The competition procedure is outlined in the Statute on Social andCultural Grant Competitions which is approved by the LUKOIL-PermDirector General and amended annually. The competition commissionnot only considers applications and makes decisions about them butalso monitors projects that receive funding and analyzes their results.The monitoring includes a series of roundtables "Usolye Dialogue", publicevaluation of the projects funded, surveys of representatives of thegroups targeted by projects, monitoring of the mass media coverageof competition results, etc. The commission includes specialists fromLUKOIL-Perm responsible for relations with local communities, tradeunion leaders together with deputies of the State Duma and of thePerm Oblast Legislative Assembly.PovolzhyeVolgograd oblastEvents devoted to the 60 th anniversary of the defeat of fascist forcesin Stalingrad and the 60 th anniversary of victory in the Great PatrioticWar took place in Volgograd oblast in 2003–2004. War and labour veteransreceived Oka automobiles and hearing aids. A building wasdonated to the Volgograd Oblast Veterans' Council. The personnelof OOO LUKOIL-Nizhnevolzhskneft took the initiative and used theirown resources to renovate monuments to those killed in the war.These were located in the towns of Zhirnovsk, Frolovo, Kotovo, the villageof Krasnyi Yar and at the Soldiers Field memorial. The organisationalso initiated reconstruction of a house where Mikhail Sholokhov oncelived in the Nikolaevsky district of Volgograd Oblast.Cooperation with local communities reached a new level in 2004: forthe first time in Volgograd Oblast, the LUKOIL Charity Fund andLUKOIL-Nizhnevolzhskneft held a competition for social and culturalprojects. The competition's objective was to support socially significantinitiatives in the areas where the Company operates. The competitionwas divided into the categories of ecology, culture and sports,and charity. Projects that participated in the contest proposed applyingscientific discoveries in ecology, staging shows, conducting sportsevents as well as creating organisations dedicated to children, cultureand education.68
