SUSTAINABILITY REPORTObject in focus: Petroleum spill clean-up in the vicinityof Yugo-Kamsk village, Perm OblastAt 9:27 pm on April 23, 2002, a leak opened up at the 38th kilometreof the oil pipeline Perm-Andreevka (serviced by OOOLUKOIL-Permnefteproduct) near the village of Yugo-Kamsk,Perm district. The control board at the head pumping stationrecorded a sharp pressure drop; pumping was automaticallyshut down and the hazardous section was sealed off. After theleak was precisely located, the staff began emergency localizationof the spill and elimination of the consequences of the accident.The state investigation commission determined thatthe accident was caused by an unauthorized attempt to cut intothe pipeline.One hundred and fifty cubic metres of diesel fuel spilled over 2.4hectares of land. Rapidly melting snow carried the pollutant to theshores and surface water of the Severnaya and Malaya Severnayarivers, tributaries of Severinsky Pond which is the central watersupply to the village of Yugo-Kamsk with its population of 9,000.The concentration of petroleum products above the allowablemaximum was registered in the water on April 30, but the villagersreceived their first delivery of potable water in cisterns as early asApril 26. They were advised to use tap water only for non-drinkingpurposes.From the moment the leak was discovered, OOO LUKOIL-Permnefteprodukt together with contractors took steps to cleanup soil, prevent water contamination and recover the water supplyfor the village. The list below outlines the measures taken in Yugo-Kamsk:Recovery and disinfection of public drinking wells and constructionof new wells;Installation of 8 local water post-treatment units at social servicefacilities;Main and distribution networks were cleaned up; plumbing wasrepaired where necessary;The filter station was repaired and improved.84
