ENVIRONMENT, SAFETY, AND HEALTHEnvironmental Safety Programme for 2004–2008 includes measuresto tackle this problem.At oil production locations, most of the insufficiently treated wastewater is discharged by OOO LUKOIL-Komi. The tight restrictions ondischarges into the Pechora River basin are difficult for the organisation'streatment facilities to meet at this time. The LUKOIL GroupEnvironmental Safety Programme for 2004–2008 includes a plan tomodernize those facilities.With the 2004 launch of ultraviolet disinfection units at OAO LUKOIL-Nizhegorodnefteorgsintez and OAO LUKOIL-Ukhtaneftepererabotka,the Russian refineries of the Company no longer release pollutedwaste into the water supply. Of all the refineries and petrochemicalenterprises of the Company, only OOO Saratovorgsintez currentlydischarges insufficiently treated water (but within limits temporarilyagreed upon for these discharges). Treatment facilities are operatingat their projected pace. Moreover, discharged water is cleaner thanriver water in some respects. Measures to resolve the issue are setforth in the LUKOIL Group Environmental Safety Programme for2004–2008.Hazardous waste utilizationThe figures for the creation of hazardous waste by LUKOIL Group productionenterprises and refineries are significantly lower (half or less)than the average across Russia.The negative statistics for hazardous waste handling result fromincreased industrial volume and also from governmental regulationsthat change the required classification of waste, its placement, etc.The Company has reduced the quantity of accumulated hazardouswaste. Most of this waste had been accumulated during intensive productiondevelopment in the '70s and '80s at the facilities that are nowpart of the LUKOIL Group. Most of the waste belongs to Class 3 andClass 4 and includes sludge generated at biological treatment units,drill cuttings and drilling mud. Total volume of waste is also significantlyincreased by those instances where LUKOIL Group enterprises areresponsible for municipal treatment facilities.81
