2. Overlooks<br />

River overlooks are to be located at key places with<br />

a special view, such as the dam location or a<br />

beautiful vista. The space should include paving<br />

and seating opportunities.<br />

3. Public Art<br />

San Antonio has a history of handcrafted art being<br />

included in much of the public <strong>improvements</strong>.<br />

The River Walk is a wealth of examples of how<br />

this can be done on a variety of scales. The <strong>project</strong><br />

budget includes a 0.75% allowance for art and<br />

artists to be included in the <strong>design</strong> process of each<br />

reach. The key to success of this <strong>concept</strong> is that<br />

the secured artists be involved from the onset of<br />

the <strong>design</strong> process. In this way, the art becomes<br />

integrated, not applied, and the cost increases will<br />

be minimized.<br />

Artists’ involvement can occur in <strong>design</strong> of paving,<br />

walls, railings, steps, site furniture, signage, and<br />

lighting.<br />

4. Accessibility<br />

It is the intent that as much of the <strong>river</strong><br />

<strong>improvements</strong> are accessible by persons with<br />

handicaps as possible. In the North Urban Reach,<br />

not all pathways will be able to be handicap<br />

accessible, but in all cases, access is to be provided<br />

on at least one side of the <strong>river</strong>.<br />

Handicap access will be provided by ramp systems<br />

at all possible locations. All Americans with<br />

Disabilities Act requirements are to be met<br />

throughout the <strong>project</strong>.<br />

MAINTENANCE<br />

On-going operational maintenance will be required to<br />

keep the <strong>river</strong> and its <strong>improvements</strong> in a healthy,<br />

functional condition. All components should be<br />

<strong>design</strong>ed to minimize the amount of maintenance that<br />

will be required in the future.<br />

River Maintenance<br />

1. Silt removal – the removal of soil depositions,<br />

usually where water is not moving such as the<br />

turning basin at Grayson Street. This turning basin<br />

should be <strong>design</strong>ed as a siltation basin so that the<br />

majority of silt removal occurs in this one location.<br />

2. Repair of channel bend armoring – repair of<br />

hardscape damage after a major storm event.<br />

3. Trash removal – removal of trash collected at<br />

bridges and dams, on an on-going basis.<br />
